Calculation Result for 15% Target
NEW BUILDING :
 Penetration Rate : growth from 15% to 80% within 10 years
 Individual saving : growth from 35% to 50% within 10 years

EXISTING BUILDING :
 Penetration Rate : growth from 10% to 45% within 10 years
 Individual saving : growth from 11.2% to 31.2% within 10 years

IMPORTANT POINTS :
Not easy to achieve national target even the goals is “only” 15%
Need a serious and focus effort to achieve this energy saving
by :
“DEEP and LARGE EFFICIENCY”

Some highlight from analysis to achieved
EE target of 15% on 2020 :
“Deep & Large Energy Efficiency” can only be achieved
with a scenario which is not popular :
 Not enough only by voluntary basis scenario
 Not enough only by doing socialization
 Should be done by applying a regulation on mandatory basis
with law enforcement i.e. Building Energy Code
 Provided with incentive and disincentive scheme
 Government intervention become an absolute factor with
mandatory scenario and incentive policy
To focus on existing building (not only New Building) 
ESCO role is quite important.

 MEDIAN : The number separating the higher half of a data sample, from the
lower half, i.e. the middle value. Baseline EEI is based on CBECS median EEI
for each corresponding building type in the same climate type
 Example: A dataset consists of five number : 3 ; 8 ; 4 ; 1 ;9
- Sort the dataset in ascending order  1 – 3 – 4 – 8 - 9
- The number that is placed in the middle is 4, therefore the median is 4
 Need “data collection, monitoring management” continuesly since this is
a progressive process

BEQ Certification
BEQ Program requires an ASHRAE certified
professional or a Professional Engineer licensed in the
jurisdiction where the project is located
o Building Energy Assessment Professional (BEAP) for
the In Operation rating
o Building Energy Modeling Professional (BEMP) for
the As Designed rating

BEQ Process
Find a BEAP, BEMP, or Professional Engineers (PE)
Do the rating by following the guidelines in the
provided workbook (simulation for As Designed,
energy audit for In Operation)
If done by PE, the workbook has to be submitted for
review to ASHRAE
The building owner will then receive the workbook
with rating, certificate, dashboard and plaque for
display

Schedule an examination. Exam fee :
- ASHRAE Member : $295
- Non-member : $415
Study independently for the exam. Available resources
are identified in The Candidate Guidebook
Take the exam at the chosen location

Conclusion
National Energy Efficiency target should be carried out through research
studies, develop database for monitoring and managing the data and
prepare a road map for EE target

Energy Efficiency should be conducted with “Deep and Large Energy


Efficiency” especially for existing building

Require Building Energy Code as beQ to a mandatory basis by law


enforcement for Deep & Large Energy Efficiency

ASHRAE together with other society shall take a leading role in


supporting government to achieve EE Target i.e. Building Energy Code

Require development of database for energy consumption & efficiency


on national level, updating from time to time

ESCO Program for Existing Buildings should be taken seriously and


focused, should be supported by government, both in regulation and
financial
