The document describes the VIKOR method for multi-criteria decision making (MCDM). It involves ranking alternatives based on their closeness to the ideal solution across multiple criteria. The method calculates values for the maximum group utility S, minimum individual regret R, and compromise value Q for each alternative. Alternatives are then ranked based on S, R, and Q. The alternative with the lowest Q value is selected as the compromise solution if it meets two conditions regarding an acceptable advantage over the next alternative and stability in decision making. The document provides an example of using VIKOR to select a third party logistics provider.

Decision-making process involves a series of identifying
the problems, constructing the preferences, evaluating
the alternatives, and determining the best alternative.
The major characteristic of VIKOR is, it introduces the
multiple criteria ranking index based on the particular measure of closeness to the ideal solution to derive the preference ranking of alternatives.
VIKOR has been widely applied for dealing with MCDM
problems of various fields, such as location selection, supplier selection, environmental policy. Method: steps: (1) Determine that best f i⃰ and the worst f i- values of all criterion functions, where i =1, 2,..., n . If the ith function represents a benefit then max f i⃰ =max f ji , f i-=min f ji.
(2) Compute the Sj (the maximum group utility) and
Rj (the minimum individual regret of the opponent) values, j =1, 2..., J , by the relations Wi is the weight of the ith criterion which expresses the relative importance of criteria. (3) Compute the value Qj, j= 1,2, , , j J, by the relation Where, weight of the strategy of Sj and Rj.
(4) Rank the alternatives, sorting by the S , R and Q values, in
decreasing order. The results are three ranking lists. (5)Propose as a compromise solution the alternative ( a′) which is ranked the best by the minimum Q if the following two conditions are satisfied: C1. “Acceptable advantage”: Q(a′′) −Q(a′) ≥DQ , where a′′ is the alternative with second position in the ranking list by Q, DQ =1/(J −1) and J is the number of alternatives. C2. “Acceptable stability in decision making”: Alternative a′ must also be the best ranked by S or R. This compromise solution is stable within a decision making process, which could be: If one of the conditions is not satisfied, then a set of compromise solutions is proposed, which consists of (i) if only condition C2 is not satisfied, Alternative a′ and a′′ (ii) if condition C1 is not satisfied; Alternative a′, a′′, .. , a(m) and a(m) is determined by the relation Q( a(m) –Q(a’))< DQ for maximum M (the positions of these alternatives are in closeness) Problem:
Select a third party logistics service provider with use
of Vikor MCDM tool. Solution:
VRL logistics gives smallest deviation from ideal
solution , so we select VRL as Third Party Logistic service provider. Thank You...
