WHAT IS PLANNING?

• In its generic sense, planning is the process of thinking about and


organizing the activities required to achieve a desired goal.

• Planning is preparing a sequence of action steps to achieve some


specific goal

• The process of setting goals, developing strategies, and outlining


tasks and schedules to accomplish the goals.

• A basic management function involving formulation of one or


more detailed plans to achieve optimum balance of needs or
demands with the available resources.
DEVELOPMENT PLANNING
• It is the process of determining the goals, plans, policies,
and conscious setting of alternative courses of action,
procedures and strategies needed to achieve the purposes of
the government.

•It is a policy tool used in countries of different stages of


economic and social development and systems.

•It is a body of economic and social policies expressed in


quantified targets and defined tasks.

NEDA STORY
NATIONAL ECONOMIC AND
DEVELOPMENT AUTHORITY

BRIEF HISTORY:
• Philippine Economic Council (PEC), Program Implementation Agency (PIA) and
Presidential Economic Staff (PES)

LEGAL CREATION: President Ferdinand Marcos

• Presidential Decree No. 1 – Integrated Reorganization Plan (IRP)


• Article III – National Economic and Development Authority

“The National Economic and Development Authority (NEDA) is a technical group


responsible for substantive planning and programming functions. It also serves
as the medium for the effective coordination of the implementation of approved
plans and programs by the various government agencies.”

REGIONAL DEVELOPMENT COUNCILS - formulation of plans for different regions and


LGUs in accordance with the national plans of the government

• Presidential Decree No. 107 – President Ferdinand Marcos created the National
Development Authority (NEDA) on January 24, 1973
NATIONAL ECONOMIC AND

LEGAL MANDATE: Article XII, Section 9 of the 1987 Constitution


The National Economic and Development Authority (NEDA) shall function as the
independent planning agency of the government

MAJOR FUNCTIONS:

1. In charge with the formulation of socio-economic and physical plans, policies and
programs

2. In charge with the research and monitoring of socio-economic development plans,


public investment programs and project implementation

EXECUTIVE ORDER 230 – Reorganizing the National Economic and Development


Authority (President Corazon Aquino)

• In the formulation of basic policies, plans, programs and projects, there shall be
maximum participation by consultation with concerned private sector
groups, community organizations and beneficiaries and local government
units in order to ensure that priority needs are incorporated into such policies, plans,
programs and projects;

1. NEDA BOARD
The powers and functions of the NEDA reside in the NEDA Board. It is the
country’s premier social and economic development planning and policy
coordinating body.

NEDA BOARD COMPOSITION:


• Chairman of the Board – President Rodrigo R. Duterte

• Vice Chairman of the Board – Secretary of Socio-Economic Planning and


NEDA Secretary General Hon. Ernesto M. Pernia

• Members: The Executive Secretary and the Members of the Cabinet of the
President

• Head: Socio-Economic Planning Secretary/ NEDA Secretary-General

FUNCTIONS & KEY RESPONSIBILITIES

• It is regarded as the authority in macroeconomic forecasting, and policy


analysis and research.

• It provides high-level advice to the Congress and the Executive Branch

• Coordination of such activities as the formulation of policies, plans and


programs to efficiently set the broad parameters for national and sub-national
(area-wide, regional and local) development;

• Review, evaluation, and monitoring of infrastructure projects identified under


the Comprehensive and Integrated Infrastructure Program (CIIP) consistent
with the government’s thrust of increasing investment spending for the growing
demand on quality infrastructure facilities; and

• Undertaking of short-term policy reviews to provide critical analyses of


development issues and policy alternatives to decision-makers.
LEGISLATIVE EXECUTIVE DEVELOPMENT
ADVISORY COUNCIL (LEDAC)
CREATION: Republic Act (RA) No. 7640 approved by then President Fidel V. Ramos on
December 9, 1992.

SCOPE OF WORK:

• The LEDAC serves as a consultative and advisory body to the President on certain programs
and policies essential to the realization of the goals of the national economy.

• The LEDAC also serves as a venue to facilitate high level policy discussions on vital issues and
concerns affecting national development.

LEGAL MANDATE: RA 7640 mandates LEDAC with the following functions:

1. Determines and recommends socio-economic development goals;

2. Provides policy advice to the President;

3. Integrates regional development plans into the national development plan;

4. Studies measures to improve implementation of official development assistance;

5. Assesses effectiveness of the implementation of the national development plan;

6. Integrates environmental principles and practices into the national development plan;

7. Integrates legislative agenda with the national development plan; and

8. Recommends to the President and Congress sources of revenues and measures to reduce
unnecessary expenditures in government;

PHILIPPINE DEVELOPMENT PLAN (PDP)

• Formerly known as Medium-Term Philippine Development Plan (MTPDP)

• It is the national plan for Socio-Economic Development, which covers a


period corresponding to the term of a given administration.

• PDP Legal Basis: Section 9, Article XII of the 1987 Constitution


“Directing the government’s economic and planning agency to implement
continuing integrated and coordinated programs and policies for
national development.”

• PHILIPPINE DEVELOPMENT PLAN 2011-2016

• Based on President Noynoy Aquino’s Social Contract with the Filipino


people
• The PDP is committed to transformational leadership, institutional reform,
economic stability and economic growth
