DPAP

DROUGHT PRONE
AREA PROGRAM
It is the earliest
Area Development Programme
launched by
Central Government
in 1973-1974
to tackle the special problems faced by
fragile areas which are constantly
affected by severe drought conditions
To minimise the adverse affects of drought on
production of crops and livestock and
productivity of land, water and human
resources with drought proofing techniques.

To promote overall economic development and


improving socio-economic conditions of the
poor and disadvantageous sections inhabiting
the programme areas

(1977-1978)

IWDP
Integrated Watershed Development Programmme
(1989)
To appraise the impact of these programmes and
suggest measures for improvement
A technical committee under chairmanship of
Prof.C.H.Hanumantha Rao was appointed.

The committee recommended a common set of


operational guidelines under Ministry of Rural
Development that came into force from
April,1995.
These were changed in 2001 and further in 2003 and
were named as Hariyali guidelines.

Hanumantha Rao committee recommended:

Exclusion of 245 existing blocks


Including 384 new blocks
Transfer of 64 blocks from DPAP to DDP.

But the government did not accept for the exclusion of


existing blocks.
From 1995-1996 Total Coverage:
947 blocks of 164 districts in 13 states.

With re-organization of states and districts the total area


covered now is under
972 Blocks of 183 Districts in 16 States
accounting an area of 74.6million hactares.

In Bihar it covers an area of 9533sq.km under 30 blocks


of 6 districts
In Andhra Pradesh it covers an area of 99218sq.km
under 94 blocks of 11 districts
Other states covered are :

Chattisgarh, Gujarat,
Himachal Pradesh, Orissa, Karnataka,
Jammu & Kashmir, MadhyaPradesh,
Maharastra, Rajasthan,
Tamil Nadu, Uttar Pradesh,
Uttaranchal, West Bengal.
From Feb 26th, 2009 the three programmes
DPAP+DDP+IWDP
were consolidated as a comprehensive
programme named
INTEGRATED WATERSHED MANAGEMENT
PROGRAMME(IWMP)
under the
Ministry of Rural Development.
FUNDING
Allocation was shared between Centre and State as 50:50 till March
1999.
Later it was revised to 75:25 for projects sanctioned after 1/4/1999.
Prior to 2001 Cost of treatment ranges between 3000-5000/ha.
Later uniform rate of treatment of 6000/ha is fixed.
Prevailing cost for a prescribed project of 500ha is Rs.30 lakhs that to
be released in 7 instalments and should be completed in 5 years.
In the total cost 80% is devoted towards watershed development
activities and 20%for community organizations, training, administrative
jobs.
Since adoption to 2005-2006

24363 projects were sanctioned under this


programme
accounting 121.82 lakh hactares of area.

In them
5717 projects are completed
16882 projects are ongoing
Funding has been stopped to 1764 projects.

From 1/4/1999 programme is being funded
in the ratio of 75:25 between
Centre and State.

Cost of each project ranges between


22.5lakhs to 25 lakhs.

From 1/4/1999 a uniform rate of 30lakhs


per project has been prescribed
Since Adoption to 2005-2006

13,476 projects were sanctioned


to treat 67.38 lakh hectares.

In them
2583 projects deemed Complete
Funding stopped to 300 projects
10,593 projects are on-going

COUNCIL FOR

RURAL TECHNOLOGY
It was launched in 1986.

It is formed by merging CART & PADI

It was registered under Societies Registration Act 1860

It is chaired by Union Ministry of Rural Development

ORGANIZATION TO TAKE UP AND HANDLE THE FUNDS
REQUESTED

Outlay for Voluntary organizations is 25 lakhs

Since inception till March 2007:

CAPART funded 25,510 projects involving 10,982


Voluntary organizations distributing a total sum of
956.53 crores

577 projects involving 546 NGOs with a total sum of 38


crores
Over 50 workshops benefitting 1500 NGOs.

• Registration under Societies Registration Act, 1860 /
Indian Trusts Act, 1862 /
Charitable and Religious Act, 1920.

• Atleast 3 years experience of working after registration

• Strong field presence and experience of mobilising


communities to act for development
MONITORING AND EVALUATION
• CAPART has fully well developed Monitoring systemes

• It is monitored by its own officers as well as external monitors.

• Evaluation occurs for a project in 3 stages Pre funding Appraisal

DRAWBACKS
•Dogged by controversies over
corruption.
