Government Service Insurance
System
GSIS is a social insurance institution that
provides a defined benefit scheme under the law. It
ensures against the occurrence of certain
contingencies in exchange for their monthly premium
contributions.
GSIS is also the administrator of the General
Insurance Fund by virtue of RA 656 (Property
Insurance Law).

Declaration of Policy
It is the policy of the State to establish, develop,
promote and perfect a sound and viable tax-exempt
social security system suitable to the needs of the
people throughout the Philippines which shall promote
social justice and provide meaningful protection to
members and their beneficiaries against the hazards of
disability, sickness, maternity, old page death and
other contingencies resulting in loss of income or
financial burden. Toward this end, the State shall
endeavor to extend social security protection to
workers and their beneficiaries.

The birth of the Home Development
Mutual Fund (HDMF), more popularly known
as the Pag-IBIG Fund, was an answer to the
need for a national savings program and an
affordable shelter financing for the Filipino
worker.

PAGIBIG or HDMF

Over the years, it initiated more programs

and projects, particularly those that address the
needs of members belonging to the bottom
economic level. The Fund has established
special housing partnerships with teachers and
uniformed men, among others.

Pag-IBIG will have more funds to finance

housing and short-term loans as well as
investments in government securities. Income
from these endeavors is distributed exclusively
to Pag-IBIG members in the form of dividends.

To generate more savings from more Filipino
workers, to administer a sustainable fund with integrity,
sound financial principles and with social responsibility, and
to provide accessible funds for housing of every member.
Vision
to every Filipino worker to save with PAGIBIG fund
and to have decent shelter.

The governing values that will steer the PAGIBIG
fund in pursuit of each vision include professionalism,
integrity, excellence and service.
