Philosophical Aims of

Education in the
Philippines
Informal, unstructured, and devoid of
methods. Children were provided more
vocational training and less academics by
their parents and in the houses of tribal
tutors.
Education during that period was
inadequate, suppressed and controlled.
The educational philosophy was in
accordance with the provisions of Article XIV
Section 5 of the 1935 Constitution which
provides that: All educational institutions
shall be under the supervision and subject to
the regulation by the State. The government
shall establish and maintain a complete and
adequate system of public education, and
shall provide at least free primary instruction
and citizenship training to adult citizens
Marcos Constitution of 1973, Article XV
Section 8 states that: All educational
Institution shall be under the supervision
and subject to the regulation by the State,
shall establish and maintain a complete,
adequate and integrated system of education
relevant to the goals of national
development. All institutions shall aim to
include love for country, teach the duties of
citizenship, and develop moral character,

education in the Philippines as stated in
Article XIV, Section 3 (2) thus: All
educational institution shall include
patriotism and nationalism, foster love of

President Ramos stressed that the delivery
of quality education to all the people as
mandated by the Constitution is the chief
means to empower the masses. In another
state of the nation address the President
emphasized his educational platform,
summarized in these statements: “If we are
to develop, we must invest in our people

education in the elementary and high school
levels. Without limiting the natural right of
parents to rear their children, elementary
education is compulsory for all children of school
age;

grants, student loan programs, subsidies, and
other incentives which shall be available to
deserving students in both public and private
schools, especially to the underprivileged;
4. Encourage non-formal, informal, and
indigenous learning systems, as well as self-
learning, independent, and out-of-school
study programs particularly those that
respond to community needs; and
5. Provide adult citizens, the disabled, and
out-of-school youth with training in civics,
vocational efficiency, and other skills.

A. Attain his potentials as a human being;
B. Enhance the range and quality of individual
and group participation in the basic functions of
society; and
C. Acquire the essential educational foundation
of his development into a productive and
versatile citizen;
2. Train the nation's manpower in the middle-
level skills for national development;
3. Develop the profession that will provide
leadership for the nation in the advancement of
knowledge for improving the quality of human
life; and
4. Respond effectively to changing needs and
conditions of the nation through a system of
educational planning and evaluation.
Provide knowledge and develop skills, attitudes,
values essential to personal development and
necessary for living in and contributing to
developing and changing society, provide learning
experiences which increase a child’s awareness of
and responsiveness to the changes in the society
Promote and intensify knowledge, identification
with and love for nation and the people to which
he belongs;
Promote experiences which develop orientation to
the world of work and prepare the learner to
engage in honest and gainful work
Continue to promote the objectives of
elementary education
Discover and enhance the different
aptitudes and interest of students in order to
equip them with skills for productive
endeavor and or to prepare for tertiary
schooling
Educate the youth to become active and
productive members of society Meet and match
industry demand with competent and globally
competitive workforce through a continuing
effort to reach global education standards
To develop the professions that will provide
leadership for the nation
To advance knowledge through research work
and apply new knowledge for improving the
quality of human life and responding effectively
to changing societal needs and conditions.
