What is legal bases?

 Legal base or basis is, as a general rule, a law based

on an article in the treaty giving competence to the
community for a specific policy area and setting out
the conditions for fulfilling that competence including
budget implementation.

of 1958
 To integrate, coordinate, and intensify scientific and technological
research and development and to foster invention; to provide
funds therefor; and for other purposes.
 This act created the National Science and Development Board
(NSDB) on 13 June 1958, which would then be reconstituted as
the National Science and Technology Authority (NSTA) on 17
March 1981 and then would become the Department of Science
and Technology (DOST) by virtue of Executive Order 128 signed
on 30 January 1987.
Republic Act No. 8439 Magna Carta for Scientists Engineers
Researchers and other S&T Personnel in the Government

 Promote and support programs leading to the realization of this

objective, such as science and engineering scholarship programs,
improvement of the quality of science and engineering
education, popularization of science culture, and provision of
incentives for pursuing careers in science and technology.
 This law makes sure that S&T Personnel are properly
compensated for their work and that they their rights are met.
Republic Act No. 10612 Fast-Tracked ST
Scholarship Act of 2013

 An act expanding the coverage of the science and technology (s&t)

scholarship program and strengthening the teaching of science and
mathematics in secondary schools and for other purposes.
 This act strengthens the country’s science and technology
education by fast tracking graduates in the sciences, mathematics,
and engineering who shall teach science and mathematics subjects
in secondary schools throughout the country. Towards this end,
scholarships shall be provided to finance the education of talented
and deserving students in their third year of college, and pursuing a
degree or training in the areas of science and technology, and to
provide incentives for them to pursue a career in teaching in high
schools, especially in their home regions.
Republic Act No. 7687 Science and Technology
Scholarship Act of 1994

 An act instituting a science and technology scholarship program

and other purposes
 This Act strengthens the country's science and technology
manpower by creating a pool of scientists, engineers and
technicians who shall fill the needs of industrialization. Towards
this end, scholarships shall be provided to finance the education
of poor, talented and deserving students desiring to pursue a
degree or training in areas of science and technology as are
recognized or permitted by law.
Republic Act No. 9107 Philippine Science Heritage
Center Act

 An act promoting and preserving the science and technology

resources of the country establishing for this purpose the
Philippine science heritage center, appropriating funds therefor
and for other purposes.
 Aims to support and encourage the development of the country's
science and technology program, to promote the Philippines'
scientific contributions to the world, and to highlight the richness
of our heritage in science and technology.
Importance of the Legal Bases of S&T
in the Development of the society
 These legal bases are important because they play a growing
critical role in regulation of science and technology, including the
ethical consequences of scientific research and new technologies.
 Through the legal bases the education filipinos receive in science is
strengthened.
 Through the legal bases implemented, it intensifies research in
science and technology that helps develop make new medicines
and make crops more resilient.
 Science and Technology makes our lives better and develops the
society. Development at any phase is always linked with technology
and technology happens when there is advancement in science.
