OVERVIEW OF THE
SDRRM MANUAL
PURPOSE OF SDRRM MANUAL
• Serves as a common template for localization,
contextualization, and adaptation at the sub-national context.
• Guides school heads and administrators in facilitating the
protection of children, education personnel, and education
itself.
• Guides the development or improvement of existing policies,
practices, protocols and plans at the school level.
• The list of activities serves as minimum guidance for schools
to implement DRRM, which could enhance existing practices
or require new ones.

1. International and National Foundations of DRRM in
the Education Sector
Identify and be familiar of the different international and national
frameworks, conventions and standards in DRRM, and how these
relate to DRRM in Basic Education.

2. The Comprehensive DRRM in Education Framework


and other DRRM-CCAM Related Policies
• Acquire knowledge on how DepEd localized the international and
national foundations through DO 37, s. 2015, as well as other DepEd
DRRM-CCAM policies.
• Develop/Enhance DRRM Plan using the 3 pillars of the Comprehensive
DRRM in Education Framework, and the 4 thematic areas of RA 10121.

DRRM Plan at various levels (i.e. region, division, school).
3. Understanding Peace and Conflict
Discuss how conflict can lead to a disaster and enable DRRM

Identify and discuss the International Network on Education in
Emergencies (INEE) minimum standards and technical components of
EiE.
2. DRRM Mainstreaming in the Planning Cycle
Execute the different steps involved in DRRM Planning for basic
education, and come up with a DRRM Plan.
3. Contingency Planning for Basic Education
Know the steps or processes in and do contingency planning for basic
education.
4. Conflict Sensitive Education
Understand the concept and principles of and come up with conflict-

Understand the principles and best practices in TLS construction and
identify the process in the implementation of TLS.
2. Alternative Delivery Modes
• Identify and differentiate the different ADMs/FLOs available for use
during emergencies.
• Explain how these ADMs/FLOs can be utilized during emergency
situation.
3. Psychological First Aid
• Acquire necessary skills in conducting PFA to be shared and practiced
in his/her AOR
• Enable facilitation of return to normalcy of the affected individuals.

4. Basic Education in Emergencies (EiE) Supplies and logistics
• Identify the different Education in Emergencies (EiE) supplies and how
they are different from ordinary education supplies.
• Identify the logistics concerns concerning EiE and develop strategies in
the timely delivery of EiE supplies.
• Make own EiE supplies list and logistics plan.
5. Camp Management Guidelines for DepEd
Discuss the role of DepEd, in general, and schools in particular, during
emergency evacuation as per JMC NO. 1 S 2013 and RA 10821; and what
are the support needed by the schools, if identified as evacuation centers.
6. Staff Safety and Security in the Field
Build skills on first aid and basic life support; and understand some basic
field security protocols during emergency situation.
