Pay or a scale of pay with the maximum
above Rs.10175.

Pay or a scale of pay with the maximum of
Rs.10175 or below but above Rs.7050.

Pay or a scale of pay with the maximum of
Rs.7050 or below but above Rs.4400.

Pay fixation on promotion or appointment:
Where a Govt. employee promoted/appointed to
another post carrying duties and responsibilities
of greater importance, his initial pay in the higher
scale shall be fixed at the stage next above the pay
fictionally arrived at by increasing his pay of the
lower post by one increment. (Rule 42A(1))
Where the employee exercises option to
come under the higher scale after drawing
the next increment, his pay on promotion
may be fixed initially in the stage next above
his pay in the old post under Rule 42(l)(i)
which may then be refixed on the date of
accrual of the next increment in the lower
post under Rule 42A(1),
PAY FIXATION ON PROMOTION or
APPOINTMENT
• The post should carry duties and
responsibilities of greater importance,

• Initial pay in the higher scale shall be fixed


at the stage next above the pay notionally
arrived at by increasing his pay of the lower
post by one increment [u/r 42A(1)].
•The employee may exercise option (within
30 days) to come under the higher scale of
pay after drawing another increment in the
lower scale of pay.

•Two stage fixation – On the date of


promotion - the stage next above the pay in
the old post u/r 42(1)(i) and on the date of
accrual of increment in terms of rule
42A(1).
CAREER ADVANCEMENT SCHEME
• W.E.F. 01-04-1989 : Movement to next
higher scales on completion of
continuous and satisfactory service of
10/20 years from the date of
appointment in a post without any
promotion/only one promotion or
movement (G.O. No.6075-F dated 21-
06-1990).
• W.E.F. 01-01-2001 :
• Up to scale No. 12 -- move to next
higher scales on completion of
continuous and satisfactory service of
8/16/25 years without any promotion /
only one promotion or movement/only
two promotion or movement ( G.O.
No.3015-F dated 13-03-2001).
OPTION
• BETWEEN 01-01-2006 TO 23-02-2009.

• CAN BE EXERCISED EVEN IN THE


PROMOTIONAL SCALE.
INCREMENT
• JULY EVERY YEAR.

• INCREMENTAL PERIOD -- JUNE TO


JULY.

• MINIMUM SIX MONTHS IN THE


REVISED SCALE.

Extraordinary Leave
• Admissibility: When no other leave is admissible.
• Period of Leave: up to 5 years (permanent employee)
• 3 months: temporary employee in ordinary
circumstances
• Pay: Without Pay & Allowances
• Rule 174
TREATMENT OF E.O.L
• If any person remains on duly approved Extra
ordinary Leave {EOL} on without pay on
personal ground other than medical grounds /
higher study, his/her normal annual increment
as well as CAS benefit will be deferred.

PAY FIXATION – BEFORE ROPA, 2009.

• The post MUST carry duties and


responsibilities of greater importance,

• Fixation u/r 42A (1) of WBSR, Pt.1.

• One notional increment in the lower


scale.
• Fitment in the higher scale.

• Option -- within 30 days –to have


another increment in the lower
scale of pay.
Two stage fixation
– On the date of promotion - the stage
next above the pay in the old post
u/r 42(1)(i)

- on the date of accrual of increment,


in terms of rule 42A(1).
Remember:

Increment accrues after full


incremental period from the date of
re-fixation in the higher scale of
pay.
FIXATION IN C.A.S. CASES

• CAS/MCAS = NON-FUNCTIONAL
PROMOTION

• FIXATION u/r 42A


• Option : For straightway fixation or
from the date of earning another
increment in the lower scale of pay.

• Increment: After completion of one


full incremental period from the date
of fixation of pay ( G.O. No.1021-F
dated 30-01-2001).
Remember:

In case the employee opts for fixation of


pay after earning another increment in
the lower scale of pay, no interim pay
fixation benefit shall be allowed
during the intervening period.
Example – Simple Fixation
A Government employee with basic Pay of Rs. 2820/- p.m. in
the existing scale of pay of Rs. 2600-4175/- opted for fixation
of his Pay in the revised Pay Structure w.e.f. 01.01.2006.
1. Existing Scale of Pay :Rs. 2600-55-2985-60-3525-65-4175/-
2. Pay Band (revised) applicable : PB-1 Rs. 4900-16200/-
3. Existing Basic Pay as on 01.01.2006 : Rs. 2820/- p.m.
4. Pay after multiplication by a factor of 1.86 =5245.20-> Rs.
5250/- (to be rounded off to the next multiple of 10)
5. Pay in the Pay Band (PB-1) : Rs. 5250/-
6. Grade Pay attached to the Scale : Rs. 1700/-
7. Revised Basic Pay total of Pay in : Rs. 6950/- (as on
01.01.06) the Pay Band and Grade Pay (5+6)
8. Date of Next increment : Rs. 01.07.06
Example – Simple Fixation
A Government employee with basic Pay of Rs. 3120/- p.m. in
the existing scale of pay of Rs. 2700-4400/- opted for fixation
of his Pay in the revised Pay Structure w.e.f. 01.04.2006.
1. Existing Scale of Pay :Rs. 2700-60-3120-65-3770-70-4400/-
2. Pay Band (revised) applicable : PB-1 Rs. 4900-16200/-
3. Existing Basic Pay as on 01.04.2006 : Rs. 3120/- p.m.
4. Pay after multiplication by a factor of 1.86=5803.20-> : Rs.
5810/- (to be rounded off to the next multiple of 10)
5. Pay in the Pay Band (PB-1) : Rs. 5810/-
6. Grade Pay attached to the Scale : Rs. 1800/-
7. Revised Basic Pay total of Pay in : Rs. 7610/- (as on 01.04.06)

8. Date of Next increment : Rs. 01.07.07
• One notional increment in the
lower scale.
For EXAMPLE
• Lower scale of pay : 3350-90-3800-
100-4700-125-6325.

Existing pay Notional Increment

• Basic pay to be fixed in the higher


scale of pay = 4700 + 125 = 4825.
• Fitment ( Rs. 4825 ) in the higher
scale of pay.

EXAMPLE –
• Higher scale of pay : 4000-125-4250-
150-5300-175-7050-200-8850.

• Fitment at Rs. 4250 + 150 X 4 = Rs.


4850 i.e. Higher than Rs. 4825.

• If equal, next stage is to be given.


• On the date of accrual of increment, in
terms of rule 42A(1).
EXAMPLE
• Lower scale of pay : 3350-90-3800-100-
4700-125-6325.
* Existing Pay (4700)
* Fixation : 4700 + 125
+ 125 = 4950 i.e. 5000
• Higher scale of pay :
4000-125-4250-
150-5300-175-7050-200-8850.
Promotional fixation under ROPA
’09 – w.e.f. 01-01-2006.

• RULE 11,

• One increment equal to 3% of


pay (Band+GP).

• Grade pay of the revised pay band.


• Option may be given.

• If opted, no change of band pay,


only higher grade pay shall be
given from the date of promotion.

• On 1st. July, re-fixation shall be


done.
• Non-functional movement to
same scale –
• One incremental benefit
• No change in the grade pay.
EXAMPLE - 1
• EXISTING -- PAY BAND NO.2 WITH
GRADE PAY OF RS. 2600,

• MOVEMENT -- PAY BAND NO.3 WITH


GRADE PAY OF RS.3600,

• EXISTING BASIC PAY = RS.15000 +


RS.2600,

• INCREMENT = 3% of 17600= 528 i.e. 530
• NEW BAND PAY = (15000+ 530) =15530

• BASIC PAY = (15530 + 3600) = 19130
• DATE OF EFFECT : 01-09-2010
• DATE OF NEXT INCREMENT : 01-07-2011
EXAMPLE –2
• EXISTING -- PAY BAND NO.4 WITH
GRADE PAY OF RS.5400

• MOVEMENT -- HIGHER SCALE IN THE


SAME PAY BAND BUT HIGHER GRADE
PAY OF RS.6600

• DATE OF MOVEMENT -- 15-01-2010.

• PRESENT BASIC PAY = RS.25000 ( BAND
PAY RS.19600 + GRADE PAY RS.5400)

MAXIMUM BENEFIT.

• FIXATION AND DATE OF EFFECT ?


FIXATION – option w.e.f. 15-01-2010
• BASIC PAY = (19600 + 5400) = 25000
• INCREMENT = 3% of 25000 = 750
• NEW BAND PAY = (19600 + 750) = 20350
• NEW GRADE PAY = 6600
• BASIC PAY = (20350 + 6600) = 26950
• DATE OF EFFECT = 15-01-2010
• DATE OF NEXT INCREMENT : 01-07-2011
FIXATION – option w.e.f. 01-07-10
• INTERVENING PERIOD w.e.f. 15-01-2010 to 30-
06-2010 : (19600 + 6600) = 26200.

FIXATION w.e.f. 01-07-2010

• BASIC PAY = (19600 + 5400) = 25000


• ANNUAL INCREMENT = 750
• BASIC PAY after increment = (19600 + 750 + 5400)
= 25750
FIXATION – contd..
• NOTIONAL INCREMENT = 3% of 25750 =
772.50 i.e. 780.
• NEW BAND PAY (20350 + 780) = 21130
• NEW GRADE PAY = 6600
• NEW BASIC PAY = 27730
• DATE OF EFFECT = 01-07-2010
• DATE OF NEXT INCREMENT = 01-07-2011
REMEMBER
• CAS MOVEMENT ?
– IF YES, NO INTERIM BENEFIT DURING 15-
01-2010 TO 30-06-2010.

• THE EMPLOYEE SHALL CONTINUE TO


DRAW BASIC PAY OF RS.25000.

Functional Elevation
(for promotion during Ist July to Ist Jan)
• L D Assistant: Pay Band 2:Rs.5400 -25200
• Pay:7260 Grade Pay:2600
• Basic Pay: (Pay +GP) 7260+2600= 9860
• Date of Promotion as UD Assistant:14.12.2010
• On the date of Promotion @3% increment on Basic
Pay=9860 X3% =300*(to be rounded off to the next
multiple of 10)
• Pay in the Post of UD:7260+300*= 7560
• The basic pay as on 14.12.2010 after adding
GP:7560+3600=11160(PB3: 7100-37600)
• Next date of Increment:01.7.2011
For Promotion
during 2nd Jan to 30th June

• LD Assistant got promotion on 12.1.2011


• Pay:7260
• Option for fixation of pay is given on day of

• Ist increment @3% on basic pay:9860( Pay:7260+
GP:2600)= 300*
• Second increment @3% on basic pay(7260+300)=7560
+Grade Pay 2600=10160=310*
• Basic Pay on 01.7.2011 =7260+300+310+GP
3600=11470

2900 = 10460X@3% = 320
• Hence Pay Band Pay = 7560+320=7880
• Basic pay as on 01.07.2011=7880+2900=10780
