1. GUJARAT STATE
• Gujarat is No. 1 in Capital investment in industries.
(till July-2006 – total capital investment is Rs. 2,76,365 Crores – Highest among all
States)
• Presently, 30560 registered factories.
• Covers all areas- textiles, chemicals, petrochemicals, pharmaceuticals, automobiles,
power, steel, LNG terminals, ports, ship-breaking, ship building, ceramics,
engineering, diamonds, silicas, brass parts, oil mills etc
• 540 Major Hazard factories – Highest among all States.
• Largest number of approved SEZs (22) in India are in Gujarat.
• Gujarat has 1600 km of coastline – 1/3rd of the coastline of India. The State has 41
large and small ports handling 25% of the national cargo.
• Gujarat has a sound, extensive and robust infrastructure. Private sectors are allowed
in developing infrastructure.
• Road network exceeding 74000 kms – best in the country.
• Gujarat has the highest number of airports in India 14 air ports including one
international airport at Ahmedabad.
• Nearly 50,000 kms of optical fiber network – highest in Asia and second largest in the

• A 2200 km gas grid the longest in the country is being laid to provide gas to
households through taps.
• Director, Industrial Safety & Health implements the Building & Other Construction
Workers' (Regulation of Employment and Conditions of Service) Act, 1996.
2. COMPETENT PERSONS
• Section 2(a) of the Factories Act, 1948 defines “Competent Person”
• 275 persons are recognised as Competent Persons in the State for
different sections of the Factories Act.
• Gujarat has recognised Competent Persons for the purpose of carrying
out tests, examinations and inspections of hoists and lifts, lifting machines
and lifting tackles, pressure plants, confined spaces and ventilation
systems.
• Application for Competent Person and facilities at his command are
checked by local inspector.
• A team comprising of DISH and other two senior officers takes interview
once in a month at Head Office.
• If found suitable, he is recognised as Competent Person by issuing a
Certificate.
• No fee is charged for the recognition.
• There is no direct monitoring of the work of Competent Person by DISH
officials.
• Competent Person is required for tests, examinations and inspections of
lifting appliances, lifting gears, ropes, heat treatment of lifting gears,
pressure plants and equipments under Building and Other Construction
Workers' Act.
• No Competent Person is recognised under the Building & Other
Construction Workers Act.
TRAINING REQUIRED UNDER THE FACTORIES
ACT & THE GFRs
• S-7(A)(2)(c) – training to all workers
• S-45(3) – training regarding first aid treatment
• Rule – 4(g) – training and retraining of own employees and the
public.
• Rule-66-A(12)(a) – The first aid and other fire-fighting equipments
shall be in charge of a trained person.
• Rule-66-A(12)(c) – Fire-fighting drills at least once in 2 months (i.e.
training)
• Rule-68-J-(3)(2)(ii) : Training to persons working on site in which a
hazardous chemical is stored/used/manufactured.
• Rule-68-5-1.b : Training to supervisors regarding Health and Safety
during handling of hazardous substances.
• Rule-68-U-2 : Training to Factory Medical Officers.
• Rule-68-Y(7) : Function of safety Committee
(c) Creating awareness among all workers
(d) undertaking educational training and promotional activities
• Training to competent persons.
