Alert:
 It is the duty of any person observing at
the beginning of an accident or of
an anomaly which might lead to an
accident:
◦ To give the alert and to act with available
means within the limits of his ability.
◦ Alert is the information given to ask for
assistance, in principle using alarms which
are inside or outside the establishment.

Alarm System

 Alarm system varies and will depend


on the size of the works area
◦ Simple fire bell, hand operated siren
◦ Break open type, and fire alarm may be
needed for highly hazardous nature of plant.

Emergency Control Centre:
 ECC is a location where all key personnel
like site controller, incident controller etc
◦ Can assemble in the event of on site of
emergency
◦ Carry on various duties assigned to them.
◦ All necessary facilities are to be available.
◦ It is accessible from the plant side.
◦ Emergency coordinator is responsible for the
maintenance of ECC and security officer
assists him in this.

Assembly Points:
 Assembly points are those locations where
◦ Persons who are not connected with emergency
operations can await either for further instructions
or for rescue transport and rehabilitation.
 Presently Time office is considered as such
assembly points.
 For any reason this assembly points becomes
vulnerable for consequences of fire, the persons
can go out of the factory gate and assemble
outside.
 Assembly points are manned by Time Office
persons and they work under the control
of Emergency Coordinator.

2. Emergency Control Centre/Room

(a) an adequate number of external


telephones (off-site) and fax machines

(b) an adequate number of internal (on-site)


telephones/mobiles/Radio paging etc.

(c) Site plans showing clearly

(i) the location of hazardous chemicals stored


and processed.
(ii) assembly points, occupational health centers
and hospital.

(iii) Locations of key transport facilities for


emergency services

(iv) CISF center and other Fire-fighting facilities in


the flammable storage areas etc.

(v) location of safety equipments and response


resources viz., breathing apparatus and other
personnel protective equipments
(vi) areas of consequence impact zones for
maximum loss scenarios and accordingly the
areas to be evacuated.

(d) Detailed contact numbers (phone, fax,


mobile etc.) of all resource manpower,
sources for equipment, material and
machinery required for handling emergency
response operations.

(e) MSDS pertaining to all major chemicals


used/processed.
(f) Procedure of major and special fire fighting,
rescue operations and first aid.

(g) Procedures for tackling leakage of Chlorine


gas.

(h) The primary and secondary responsibilities


of the key persons are to be clearly mentioned.

(i) Others (Disaster/Emergency Management


Plan, Emergency recording register, District and
local Telephone directory, Wind direction
indicator, Public address system, Emergency
siren, First aid kit etc.).

Printed Plan, Rehearsal:

 The emergency plan will be printed &


documented to give all concerned for
information.
 Regular rehearsal shall be taken up and
video recording. It will be checked and
improved.

C.Response Stage

Declaration of Emergency
A major emergency has occurred at XYZ plant
due to heavy release of chlorine at its CW
chlorination plant. The workers and employees
in the fields are instructed to be assembled on
the nearby assembly points. While moving,
close mouth and nose with wet clothes. Other
employees are instructed to keep the doors and
windows tightly closed. If found necessary, we
may evacuate you and be prepared for it.
At the end, an all-clear signal is to be sounded
from ECC after getting instruction from CIC.
