SECURITY ORGANIZATION

 CSO: Company Security Officer is in charge of the


development, mantainance and revew of all
Company security policies. Is the one to whom we
must inform in case of breach of security.
 MASTER: Maximum authority on board and to
whom the SSO must report all facts.
 SSO: Ship Security Officer. In charge of implement
and check the security measures onboard.
 Ship Security Squad: Ship crew. Must report SSO
and/or Master in case of any breach of security

Security levels:

 Level 1: Normal level of security. Means the


minimum requirements to be followed all the
times.
 Level 2: Aditional measures must be taken,
when the vessel is under suspicious of breach
of security.
 Level 3: Higher level of security. When the
vessel is under attach or real situartion of
breach of security.
Increasing security level:

• If there is a security threat, the ship will be at security level 2 or


3 as adviced by the Flag State or by the Contracting
Government of the Port Facility

• If the ship is a security level 1 and the Master or SSO considers


that a security threat exists, he shall take appropriate actions to
reduce the threat and inform the Company, Flag State, the
Contracting Government and the Port facilitu about the threat.
Also SSO must conduct a security briefing to all crew . All
personnel involved in the security organization to assembled,
informed and instructed.

• The vessel must be always on the same security level as the Port
facility or higher.
Time to raise level

 Level 1 to Level 2: Within 1 hour, maximum 2


hours
 Level 2 to Level 3: Within 3 hours, maximum 4
hours

Boarding Control in differents security levels:
Access Control
• Level 1: Verify reason personnel are embarking. Postively
identify crewmembers, passengers, vendors, and other
personnel prior to each embarkation by showing a recognized
ID card.
• Level 2 and 3: Security briefings must be carried out. Assign
personnel to guard designated inspection areas. Limit entry to
business related personnel, which is approved by Master or
SSO. Escort all service providers or other personnel needed
aboard to provide essential services to the vessel.
Random Searching:
• Level 1: Random controls – 5%
• Level 2: 50% of all boarding shall be controlled
• Level 3: Boarding of the ship is only at SSO or Master
discretion in cooperation with CSO and PFSO. Control and
inspection shall be 100%
Master and SSO will inform who is authorized to stay on
each area.
All other personnel access is under Master authorization
only.
All the restricted areas must be locked or manned and the
key acess for authorized personnel only.
