Establishment of Bone Marrow Transplant Centre at PIMS
Physical Progress
• Against the allocated budget of equipment Rs.16.630
million, the equipment amounting to Rs.8.339 million
were purchased during FY 2013-14 and during 2014-
15 amounting to Rs.3.587 million are purchased.
• Against the allocated budget for furniture, Rs.5.659
million, the furniture amounting to Rs.5.574 million
have been purchased during FY 2014-15.
Recommendations
There is a component of salaries of staff (01 year) amounting to Rs.15.238
million in the PC-I. The said component will be executed subject to the
induction of staff as per PC-I. Therefore, CA&DD has been requested that
PIMS may be allowed to induct the staff so that the project can be
completed in its real perspective but the action is still awaited.

Disorders at PIMS, Islamabad

Approved in Principle. Details of design, architectural
plan, BOQs and elevation of the building would be
furnished by the sponsor and clear by the Member (I&RC)
and Chief PP&H before authorization of the project.
Capital Cost. Rs. 220.801 million. (FEC 100.0m, Local 120.801m)
Date of Completion 12 months from the date of allocation/ releases of funds.

Establishment of Centre for Hematology
Disorders at PIMS, Islamabad
Objectives:
• Prevention and early detection of thalassemia in
exposed communities.
• To provide/enhance the transfusion facilities for the
diagnosed thalassemia & hemophilia patients from 50 to
150 per day.
• To provide competent and efficient Hematology and
Bone Marrow Transplant Services to the patients
admitted in/ referred to PIMS.
• Establishment of purpose built “Hematology and Bone
Marrow Transplant Centre” at PIMS to ensure the
continuity of the already existing services.
Objectives:
Proposed facility will increase capacity of transplant unit
to 100 transplant/ year and consultancy, transfusions
and prevention to 30,000 patients/ annum.
• Train medical, nursing and paramedical staff.
• Improve the quality and magnitude of the services for the
entitled/ deserving poor patients. International
accreditation, research and post graduate training.
• Prevention: Health education through outreach
program to the masses for prevention of certain Blood
Diseases in collaboration with national/ international
organizations.
• Establish “Telemedicine” system in collaboration with
identified tertiary care hospitals in various parts of the
country.

Progress/ History of the Project
• A post-CDWP meeting was held on 03.08.2015 in which
decision was taken that authorization of the project
would be issued in tune of Rs. 10.00 million to the
sponsoring agency for hiring of an engineering
consultant meant for the Architecture Plan, BOQs and
elevation of the building etc. in the PC-I.
• CA&DD was requested for issuance of NOC from the
Ministry of Housing & Works, allocation of Rs. 10.00
million for hiring of the Consultant, constitution of
steering committee for execution of the project and
issuance of Administrative Approval.
• CA&DD has issued Administrative Approval on
23.11.2015 and notification of constitution of steering
committee has been issued on 30.12.2015.
• PIMS has constituted Project Management Unit (PMU)
for execution of the project.
• A draft agreement/ TORs on the prescribed proforma
has been sent to the Pakistan Italian Debt Swap
Agreement (PIDSA) on 21.12.2015. A meeting was also
held with the representative of PIDSA in which they were
requested for provision of funds and signing of
agreement but they are insisting the formal approval of
the project and then they will proceed further.
• PIDSA was requested on 19.05.2016 to provide the
share of the funds in FY 2016-17. In response PIDSA
intimated that funds will be available subject to issuance
of NOC from Ministry of Housing and Works for hiring of
consultant meant for BOQs etc.
• Draft tender documents/ TORs for hiring of the
consultant have been prepared and it will be published
as and when the funds will be allocated.
• CA&DD has been requested on 07.01.2016 to take up
the matter with the Ministry of Planning, Development &
Reforms, Islamabad for allocation of funds in the PSDP
FY-2015-16.
• Now Ministry of Housing & Works has refused to issue
the NOC on 30.05.2016 and Pak PWD has requested on
04.06.2016 on the advice of CA&DD to take up the
project.
• Rs. 3.00 million has been released on 02.06.2016.
• PSDP allocation for FY 2016-17 is Rs.7.00 million.
• Rs.1.400 million has been released in First Quarter of
CFY 2016-17.
• The released amount of Rs.1.400 million has been
transferred to Pak PWD as consultation charges for
design, architectural plan, BOQ’s and elevation of the
building etc .
• Release of 2nd Quarter amounting to Rs.1.400 million is
under process.
• Formal approval of the project after submission of details
of design, architectural plan, BOQs and elevation of the
building would be furnished by the sponsor and clear by
the Member (I&RC) and Chief PP&H before
authorization of the project.
• Approval of the agreement/ TORs.
