At the end of thisOBJECTIVES

session, the participants

must be able to:
1. Discuss the different steps involved in
resource mobilization

2. Identify the different organizations/

entities in their community who can be
potential or are actual partners of their
schools/districts in DRRM

3. Come up with a resource mobilization plan

for their school/district

2
ACTIVITY:
• There is forecast of intense(20
ACTIVITY rainMINS)
and heavy flooding in
your province that will last for 50 days. You need to
build an arc to save the people of your village.

• Each village has different resources which may be

valuable in building your arc but these resources are
limited and the other village may or may not share
their resources with you.

• Come up with ways on how you can build an arc for

your community and survive in the arc for 15 days.

Definition of Terms
The inputs that are used in the activities of a
program. Broadly speaking, the term
RESOURCES encompasses natural, physical, financial,
human, and social resources.

The process by which resources are solicited by

the program and provided thru budget allocation
or by donors and partners.
RESOURCE The process of mobilizing resources begins with
MOBILIZATION
the formulation of a resource mobilization
strategy, which may include separate strategies
for mobilizing financial and in-kind resources.
WHAT RESOURCES ARE NEEDED TO
IMPLEMENT A DRRM FOR BASIC EDUCATION
PROGRAM?

6
Assign the four DRRM thematic areas to each group-
Group 1- prevention and mitigation
Group 2- preparedness
Group 3- response
Group 4- recovery and rehabilitation

2. Identify the resources needed for the thematic area

Write the responses to metacards and cluster the
responses as human, financial, physical or social
resources

3. Post the responses on the designated posting area.

CHECKPOINT:

 CAN DEPED PROVIDE ALL THESE

RESOURCES?.

 How can you make these resources

available?

STEPS IN RESOURCE MOBILIZATION
Step 2. Understanding your partners/donors.
Mapping of potential partners/donors and this helps
you identify which partner to approach for what
kind of resources needed, and how to approach
them. This the knowing your ‘terrain” step.

It is important to understand a partner or

donor’s interest because this will guide you in
lobbying or negotiating for support.

We approach partners/donors for support in such a

way that their supporting the program will also serve
their best interest. We take some but we give some as
well. You get what you need but you also give them
what they want or need.
•Another point for negotiation with private
corporations is the Tax Incentives for
Donations made by private individuals or
companies to DepEd or to specific
schools.

•This is stipulated in DepEd Memo 24 s. 2016

under the Adopt a School Program.
DO:

Write down ALL the existing

and potential partners that
you have.
Branding

This is what marketing and

networking is about. Making your
“product known” and creating a
positive image for your “product”.
Even social services can have “brands” to create a positive image for
the services and for the organization.

Example of BRANDING:

 PAG-ASA for example has created a branding image called “ELLA

the Umbrella.”

 Plan International came up with the branding of their programs

known as Batang Listo (DRR), Batang Bibo (Education), Batang
Lusog (Health), etc.

ACTIVITY:
 DRRM in Basic Education can be a brand. Make a creative process
of branding activity.

 Identify possible activities to introduce or promote that brand

Come up with a
resource
mobilization plan
for your
school/district
using the tools /
Resource templates
provided.
Mobilization Plan
SYNTHESIS
Resources are needed in every program or
project. These can be human, technical,
SYNTHESIS
financial or other kind of resources

Sometimes, the resources we need are not

within our own resources pool and this
calls us to tap into others’ resources to
implement our projects/programs

A sound resource mobilization plan is

necessary to mobilize the needed
resources. Central to this plan is the strategic
objective.
SYNTHESIS
There are several steps involved in resource
SYNTHESIS
mobilization which help acquire the resources
needed in order to implement each one’s
respective DRRM programs

In the conduct of DRRM work in the regional, division and

school levels, partnership with different organizations-
private, government (local and national), NGOs/INGOs
and even church based organizations and community-
based organizations is strongly advised.
