Naya Pakistan Housing Scheme - 2019
laws will be put before cabinet for approval to pave the way for housing
finance.
• Addressing registration ceremony of Naya Pakistan Housing Program
in Islamabad this afternoon (Monday), he said the housing sector in
Pakistan has lagged behind the regional countries due to lack of
mortgage facilities to people by banks.
• Imran Khan said housing is a basic need and there is a demand of ten
million housing units in the country, but salaried class is not able to
build their homes due to lack of resources.
• He said affordable housing will be provided to people who otherwise
are not able to bear the high costs of constructing a house.
• The Prime Minister said the purpose of registration is to get a clear
picture of vital statistics relating to housing project including area
preference, required finances, and civic amenities.
• He said a comprehensive database will be prepared to contain all
vital information in this regard.
• Imran Khan said the government will facilitate new entrants to the
housing business in order to encourage an entrepreneurial culture in
the educated youth.
• He said forty ancillary industries will benefit from the Naya Pakistan
Housing Program, reducing unemployment and spurring the
business activity.
• He said domestic and foreign investors are being encouraged to
invest in housing projects in the country.
• The Prime Minister said the housing project launched on Angoori
Road in Islamabad will be completed in one and half years’ time while
work on the housing program in other cities will start soon.
• Addressing the launching ceremony, the prime minister said the
federal cabinet would approve necessary legislation on Tuesday to
enable the commercial banks to extend loan facility to the poor
people, who could not afford to buy a house.
• He said the registration process would enable the relevant authorities
to ascertain about the public demand and launch housing projects in
the areas where those were required.
• The prime minister asked the people to register themselves in the
process so that the government could know the housing demand and
that how much an applicant could pay to ascertain the volume of the
funding.
• He also expressed the confidence that such incentives-laden schemes
would be launched across the country, including Quetta, Gwadar,
Lahore, Islamabad, etc to overcome the housing shortage being faced
by the people.
• The government has decided to provide houses to the people on easy
installments. It will build 2.5 million houses in the first phase, and
another 2.5 million in the second phase.
• When the PTI government came into power, it got a Rs18 billion
deficit as a ‘gift’ from the previous government, he said. “The previous
governments have taken loans mercilessly. We don’t have enough
dollars to pay back our loans.”
• Pakistan had two options to repay its loan; seek help from its allies or
approach the International Monetary Fund. “We decided to approach
both,” he said. The premier remarked that the country is headed for a
‘rough time’ ahead, but people shouldn’t worry. “Our issue is
only $10 billion to 12 billion.”
• In Pakistan, cities are planned in favor of housing for the rich and the
middle classes. Over half of Karachi lives in areas that started as
slums. Very little land is set aside for low-cost housing for the poor.
