Language Proficiency

What is it?

- Language proficiency is the ability of an individual to speak or perform in a


language.

How does Current Literature define it?

- English proficiency is one’s ability to understand and produce


English, including reading and writing if needed to be applied.
How should language proficiency be
measured accurately?

English Language Proficiency for California (ELPAC)

- The English Language Proficiency Assessment for California is a


required state test for English Language proficiency that must be
given to students whose primary language is a language other than
English.

The New California English Language
Development Standards (ELD)
● The California English Language Development Standards (CA ELD Standards)
reflect recent and emerging research and theory and are intended to support
language development as English learners (ELs) engage in rigorous academic
content.
● The CA ELD Standards describe the key knowledge, skills, and abilities that
students who are learning English as a new language need in order to access,
engage with, and achieve in grade-level academic content.
● In Summary the ELD standards are intended to: Help English Learners perform
at or above grade level academic work
What are the Proficiency Level Descriptors?

● The CA ELD Standards adopted in 2012 define three proficiency levels:


Emerging, Expanding, and Bridging.
● it is these performance levels that will be used to support determinations of
placement, progress, and redesignation of ELs for diagnostic and accountability
purposes.
How do they relate to the language arts
framework and Common Core?
● The CA ELD Standards, in particular, align with the key knowledge, skills, and
abilities for achieving college and career readiness described in the California
Common Core State Standards for English Language Arts and Literacy in
History/Social Studies, Science, and Technical Subjects (CA CCSS for
ELA/Literacy).
● the CA ELD Standards are designed to provide challenging content in English
language development for ELs to gain proficiency in a range of rigorous
academic English language skills. The CA ELD Standards are not intended to
replace the CA CCSS for ELA/Literacy. Instead, they amplify the language
knowledge, skills, and abilities of these standards, which are essential for ELs to
succeed in school while they are developing their English.
