What is Union Budget?
The Union Budget is an annual report of India. It contains the
Government’s revenue and expenditure for a particular fiscal
year, which runs from April 1 to March 31. It is the most
extensive account of the Government's finances, in which
revenues from all sources and expenditures on all activities
undertaken are enumerated. It comprises of the revenue budget
and the capital budget. It also contains estimates for the next
fiscal year.
ALLOCATION OF MONEY IN UNION BUDGET
IN FISCAL YEAR 2019-20
Total capital expenditure will be Rs 876,209 crore (US$ 131.43 billion) for
2019-20.

Centrally sponsored schemes have been allocated Rs 331,610 crore (US$


49.74 billion) in 2019-20.

Defence budget is Rs 305,296 crore (US$ 45.79 billion) for the first time in
2019-20.

Amount of Rs 174,300 crore (US$ 26.14 billion) has been approved for
pension in the budget 2020.

The government has allocated Rs 184,220 crore (US$ 27.63 billion), Rs


79,996 crore (US$ 11.99 billion) and Rs 37,478 crore (US$ 5.62 billion) for
Food, fertilizer and Petroleum subsidies respectively.
MINISTRY OF COMMERCE AND INDUSTRY
Total Union Budget allocation for the Department of Commerce under
the Ministry of Commerce and Industry. It contains budgetary
allocations for export subsidies, development of Free Trade/Export
Processing Zones/Special Economic Zones, Commodity Boards,
investment in Export Credit and Guarantee Corporation, etc.

Key Initiatives taken by Department of
Commerce to Improve Export Performance
1. Trade Promotion Foreign Trade Policy 2014-19, Mid-term
review notified in December 2017:
Encouraging Exports by MSMEs and Labour Intensive
Industries: FTP was aligned with GST.
2. Promoting agricultural exports:
Commerce Ministry has formulated India’s first ever
Agricultural Export Policy with a focused plan to boost India’s
agricultural exports to USD 60 billion by 2022 thereby
assisting the Agriculture Ministry in achieving its target of
USD 100 billion.
3. Enhancing the ease of doing business for exporters:
An online view of Shipping Bill data, electronically received
form Customs, has been created for all Shipping Bills issued
since 1.4.2016 for regional offices. Now, the exporters will not
require to file physical copy of shipping bill for redemption of
EODC.
4. Infusing transparency in procurement through the
Government e-Marketplace:
Government e-Marketplace (GeM) was set up as the National
Public Procurement Portal in August 2016 for facilitating
completely online and transparent system for procurement of
goods and services by Government organizations.
