Sources of Project Ideas

 Bilateral and Multilateral trade agreements

o Liberalization of cross-border movements


o Common marketing regulations (CUSTA, COMESA, ECOWAS, EEC, ASEAN,
NAFTA, WTO)
o Creation of favorable trade policies and development of supporting
institutional arrangements (like investment agencies)

 Plans and reports of development and donor agencies (UNDP, WB, IFAD, ADB,
various NGOs)

o Poverty reduction
o Woman empowerment
o Green logistics
o Infrastructure development
o Environmental protection, and so forth

Sources of Project Ideas

Project ideas can originate at two major levels in a given country:


Macro and Micro Level.

• National Level (Macro)

 At the Macro level project ideas emanate from:

o Country strategic plan (GTP II)


o Short–term national, sectoral or regional plans
o Reports on shortage of essential infrastructure (roads, telecom)
o A government’s decision to correct social and regional inequalities
o The need for self-sufficiency in basic materials, energy, transportation,
and so forth

 Micro and Small Enterprises (MSEs) development


o This is expected to create jobs in urban areas and increase rural-
urban and urban to urban functional and economic linkages

 Medium and large industries development, which includes


o Textile and Garment
o Leather and leather products
o Sugar and sugar related industries
o Cement
o Metal and engineering
o Chemicals
o Pharmaceuticals
o Agro processing

 Park Development (industry, agriculture, IT, etc).

 Public enterprise management and privatization

• Local Level (Micro)

 At the micro, project ideas can emerge from:

o The need to identify and address unsatisfied demands and


needs: income gap and basic needs – food, water, clothing and
shelter.

o The need to remove shortage in essential materials, services or


facilities that constrain development effort (like roads,
telecommunications, power, and so forth).

o The initiative taken by private or public enterprises in response


to incentives provided by the government.

– The necessity to implement or expand investments previously


undertaken.

o The need to control health and population: physical and mental


health, disease, mortality, fertility and population growth.

o The need to improve knowledge and culture: education, state of


knowledge about people and the ecosystem, communication,
systems of belief and expression.

o The need to maintain the ecosystem: land, water, weather, species


and populations (animals and crops), resource use (energy and
materials, waste generation and disposal), etc.

o The need to ensure community justice: rights and freedoms,


governance institutions, peace, crime, civil order.
