Definition of terms
1.Penal Colony- is a settlement used to exile
prisoners and separate them from the general
population by placing them in a remote location,
often an island or distant colonial territory. It is
more commonly used to refer to communities of
prisoners overseen by wardens or governors
having absolute authority.
2.Colonist- a member or inhabitant of a colony.
• 3.Presidential Proclation No. 72 1954- Reserving As The
Sablayan Penal Colony And Farm Of The Bureau Of Prisons
A Certain Parcel Of The Public Domain Situated In The
Municipality Of Sablayan, Province Of Occidental Mindoro,
Island Of Mindoro (under Pres. Magsaysay).
• 4.Penal Farm- is a large correctional facility where penal
labor convicts are put to economical use in a farm (in the
wide sense of a productive unit), usually for manual labor,
largely in open air, such as in agriculture, etc. The
agricultural goods produced by prison farms are generally
used primarily to feed the prisoners themselves and other
wards of the state (residents of orphanages, asylums, etc.),
and secondarily, to be sold for whatever profit the state
may be able to obtain.

• The Sablayan Penal Colony -is located in


Sablayan, Occidental Mindoro and relatively
new and is one the prisons nearer to Manila
than other Penal Colonies.
• Established on September 26, 1954 by virtue
of Presidential Proclamation No. 72 during the
administration of Pres. Ramon Magsaysay.
• the penal colony has a total land area of
approximately 16,190 hectares.
• Sablayan Prison is a facility where prisoners from
NBP are brought for decongestion purposes.
• Prison records show that the first colonists and
employees arrived in Sablayan on January 15,
1955. Since then several buildings have been
constructed, including the colonists’ dormitories,
employees’ quarters, guardhouse, schoolhouse,
chapel, recreation hall, and post exchange.

• It is an open type institution which has rice for its
principal product and grows vegetable crops for
their consumption and that of the convict of the
other institutions.
• The penal colony is self reliant in terms of
agricultural product needs and considered as the
fastest growing and youngest institution in the
Philippine correctional administration system.

*Sablayan prison and penal farm is famous among


the tourist both local and foreign because of its
beautiful places especially the Siburan mountain
and the best of all is the Lake of Libao.

• Unlike any other or the usual penal colony, the
prisoners here are almost enjoying their freedom.
Instead of being locked down inside concrete
structures with metal bars, they can roam around
the area without so much restriction. They are
also made to til the land area so as to have their
own supply of at least basic food requirements
for during their stay.
• Prisoners are also allowed to build their nipa
huts. And since it is a mix of different religion,
churches and worship houses were constructed
to cater various religions of the prisoners.
Mandates of Sablayan Penal Farm
a. Security- meaning to prevent crime and
segregation of the society.
b. Rehabilitation- providing the inmates with a
program to improve their skills like
agricultural, industrial and others.

TESDA on different
fields.

2. Religious and Moral Program- inmates are free to join their belief
or exercise their religious affiliations guided by civilian religious
volunteer.

3. Behavioral Modification Program- deals with


the changing of the prisoner’s behavior specially
those who are a drug dependent.
• Therapeutic Community Program- can be
compared to a rehabilitation center outside
the Sablayan Prison and Penal Farm.
4. Livelihood Program- concerns about teaching
the prisoners how to farm and do mechanic
works.
• Prisoners are also being trained to make souvenir products that
they can promote to other places.
5. Sports and Recreation Activities- prisoners are being taught to
engage in different kinds of sports and recreation activities.

Sub- Prisons
1. Pasugui Sub- Prison –
established on Dec. 18,
1957 owned by the
Armed Forces of the
Philippines(AFP) and
became operational
that was intended for
Political prisoners in
1972.
- Has a total land area of
almost 50 hectares and
prison compound area of
2.1 hectares.

Building 1- was occupied by those who are training for therapeutic led by
their chief Mr. Ricardo Casuncad
Sub- Prisons
2. San Isidro Sub-Prison (formerly known as San Isidro Vicente de
Prosperoso Prison)- securing the reservation and enhancing the
agricultural and fruit production.
Sub- Prisons
• 3. Siburan Sub- Prison- established on Dec. 8, 1991 under the
supervision and management of 13 guards including COG and 1
civilian employee farm foreman.
4.Central Sub-
Prisons
-hidden treasure of SPPF where
you can find different kinds of
animals like alligator, deer, wild
boars and others.
-it’s the center for Agriprojects
sorrounded by century old big
narra trees.
The penal provide also provides an access road to
vehicles from Sablayan going to Abra de Ilog Port.

• - is not only a rehabilitation area but also a
place where prisoners are given the
opportunity to develop their skills and
enhance their capabilities to become
righteous, useful and productive citizens
when they can go back to their communities
and their families.
