companies of United Brothers which was established in 1997 in Arunachal Pradesh.

• APPCL is registered with MNRE (Ministry of New and Renewable Energy, Govt. of
India) as channel partner for installation of solar rooftop projects across India.

• Arunachal Pradesh Power Corporation Private Limited (APPCPL) is an established


power trading company with category-II trading licence from Hon’ble CERC

• APPCPL has PAN-India power trading and solar EPC business operations. It has clients
in multiple states in the country.

• The group also has experience in diverse field viz. minerals, organic farming,
manufacturing and trading of Ferro Alloys. Group of companies’ turnover exceeds
7000 million per annum.

• Solar Capacity to Meet Target RPO: 20 MW (Approx.)
• Existing Grid Tied Solar Capacity:
• Current Power Purchase Cost: Rs. 3.42/kWh*
• Purchased/ Sale Realised Energy Ratio: 866.65/539.98 i.e. 1.6
• Actual Purchase Cost after considering Losses: 5.47
• Additional Cost of REC to Meet RPO: Rs. 1.00/kWh
• Total Cost of Solar Energy (Deemed@ Brown Power+ REC): 6.47/kWh

• Solar RPO of state should be easily met by installing Solar Project rather than depending
upon REC purchase. Additional/surplus power can be sold in either at long term or short
term market. Also setting up of solar projects near load centres will improve the AT&C
losses.

PPP Model Cost Estimates Solar Plant Vs. REC

• Cost of typical solar project ranges from 5 Crore to 6 Crore per MW


depending upon terrain, Level of power evacuation etc.
• Some of the benchmark costs are presented below:
• CERC (Oder in determination of benchmark cost,2017): Rs. 530.02 Lakh per
MW
• AERC (Determination of Tariff for SEIPL, 2017): Rs. 637.99 Lakh/MW
• Recent Airport Authority India Tender, 1 MW, Hyderabad: Rs. 582.98 Lakh
• HPERC (Determination of generic Tariff for Solar, 2017) : Rs. 426 Lakh/MW

• Based upon the above project cost, sighting the comparatively tough terrain, the
cost of project shall be approx.:
• Rs. 580-600 Lakh/MW based upon Poly Crystalline Domestic Solar Panels
• Rs. 600-620 Lakh/MW based upon Mono PERC Domestic Solar Modules
• Approx. Rs. 600 Lakh/MW based upon Poly Crystalline Imported Solar

PPP Model Cost Estimates Solar Plant Vs. REC

• Energy from solar project shall be consumed within nearby Industrial


area (within 5 Km range) resulting in lesser losses
• One time investment in solar project with suffice the RPO of Arunachal
Pradesh in coming future
• Energy from solar plant not only help in meeting the RPO of State but
also the energy requirement
• The solar project will help in creating the new employments, 10 MW
solar project should typically provide employment to nearly 100 people
round the year.
• The project will allow state to sell its renewable energy (from small
hydro plants) in open market which will fetch additional revenue to State
