Internship Site –Vigilance Bureau Jalandhar
“ The battle against corruption is fought on
many fronts.An oversighted mechanism
often referred to vigilance administration
to place in front of this battle.’’
The internship opportunity I had with Vigilance Bureau Jalandhar was a
great chance for learning and professional development. Therefore, I consider
myself as a very lucky individual as I was provided with an opportunity to be
a part of it. I am also grateful for having a chance to meet so many wonderful
people and professionals who led me though this internship period.
Bearing in mind previous I am using this opportunity to express my deepest
gratitude and special thanks to the SSP.Diljinder Singh Dhillion who in spite
of being extraordinarily busy with his duties, took time out to hear, guide and
keep me on the correct path and allowing me to carry out my internship at
their esteemed organization and extending during the training.
I perceive as this opportunity as a big milestone in my career development. I
will strive to use gained skills and knowledge in the best possible way, and I
will continue to work on their improvement, in order to attain career
objectives.

 The complaint made by the complainant must be in a closed
and secured .
 And it should be addressed to director, CVC
 Should be scribed “Complaint under The Public Interest
Disclosure”. If the letter is not in the form as prescribed
above, then the Commission will become helpless in
protecting the complainant .
 The complainant in the beginning or in the end of the
complaint have to give his/her name and address in an
attached letter.
 The Commission will not entertain anonymous complaints.
Preliminary Verification- Before registering vigilance
cases against public servant preliminary verification
conducted as by -
 Surprise check- The Bureau conducts surprise checks
to establish the truth regarding information received
from various sources about suspected case of
corruption
 Confidential verification-investigations of documents,
bank accounts and it is done by complete secrecy
without recording the statements of witnesses
 Vigilance Enquiry-The Bureau conducts Vigilance
Enquiries (VE) into the matters referred to the Director
for enquiry by the Government
 When complaint regarding demanding
bribes are received Traps are arranged
for catching the accused red handed.
 Phenolphthalein powder is coat on
currency notes provided by complainant
and these are handed over the bribe
taker by the complaint on demand.
 Team catches the public servant for
taking bribe
 Phenolphthalein powder gets
transferred from notes to the hands
 Hands of the accused are then washed
in 2-3 % of sodium carbonate.
 THEN, sodium carbonate solution
changes from colorless to Pink when
phenolphthalein is present
 Firstly, cover the bottle
completely with white cloth
and then seal property while
leaving a small window to
see pink colored solution.
 Brief case/file paper of a
drawer on the table on which
currency notes were kept are
packed properly and sealed
while properly maintaining
the chain of custody
Facts of case-

 HC Raja Singh posted in kapurthala police


was nabbed red handed on the complaint of
reader Judicial magistrate Ludhiana.
 The complainant has approached the
vigilance and informed that he came into
contact with unknown lady with Facebook
who called him at flat as per planning her
associate head constable Raja Singh raided
that flat and threatened him to register a
case under immoral traffic act .
 The complainant alleged that the accused
police official demanding Rs 2 lakh .
 The case under Anti Corruption Act has
been registered against accused.
The complainant has
approached the vigilance
alleged that the above assuced
has demanding Rs 15000 to
exempt him from issuing
challan and constructive of his
house.
After verifying his information
the vigilance team arrested the
inspector on the spot while
accepting bribe.
Time extensions
 Under Section 4(4), the courts no
longer have complete trails for offences
under the Act within 2 years, failing
which the judges will need to record the
requirement for extension in time. A
trial can now be extended by 6
months at a time for up to a
maximum of 4 years.
Exemptions for compulsion
 The Amendment Act exempts those
acts committed out of compulsion,
provided a person so compelled files a
compliant with the police or
investigating agency within 7 days of
giving a bribe under compulsion.
