MAGNA CARTA OF WOMEN
(R.A. NO. 9710)

The MCW is a comprehensive women's


human rights law that seeks to eliminate
discrimination through the recognition,
protection, fulfilment and promotion of
the rights of Filipino women, especially
those belonging in the marginalized
sectors of the society.
Salient features of the law include:

 Increasing the number of women in third level positions in


government to achieve a fifty-fifty (50-50) gender balance
within the next five years while the composition of women
in all levels of development planning and program imple-
mentation will be at least 40 percent;

 Leave benefits of two (2) months with full pay based on


gross monthly compensation for women employees who
undergo surgery caused by gynecological disorders,
provided that they have rendered continuous aggregate
employment service of at least six (6) months for the last
twelve (12) months;
Salient features of the law include:

 Non-discrimination in employment in the field of military,


police and other similar services that include according the
same promotional privileges and opportunities as their
men counterpart, including pay increases, additional
benefits, and awards, based on competency and quality of
performance.

 Provision for equal access and elimination of discrimination


in education, scholarships, and training.

 Equal participation in sports.


Salient features of the law include:

 Non-discriminatory and non-derogatory portrayal of


women in media and film to raise the consciousness of the
general public in recognizing the dignity of women and the
role and contribution of women in family, community, and
the society through the strategic use of mass media;

 Equal status given to men and women on the titling of the


land and issuance of stewardship contracts.

Implementing Health Reforms for Rapid
Reduction of Maternal and Neonatal
Mortality

Issued on September 9, 2008


It states that the “ strategy shall guide the develop-
ment, implementation, and evaluation of various
programs aimed at women, mother and children,
with the ultimate goal of rapidly reducing maternal
and neonatal mortality in the country.
GOALS:
Every pregnancy is wanted, planned and supported;
Every pregnancy is adequately managed throughout
its course;
Every delivery is facility-based and managed by
skilled birth attendants/skilled health professionals;
Every mother and newborn pair secures proper post
-partum and newborn care with smooth transitions
to the women’s health care package for the
mother and child survival package for the newborn.

OBJECTIVES:

establishing sustainable, cost-effective approach
of delivering health services that ensure access
of disadvantaged women to acceptable and
high quality maternal and newborn health
services and enable them to safely give birth
in health facilities near their homes
Establishing core knowledge base and support
systems that facilitate the delivery of quality
maternal and newborn health services in the
country.

(BEmONC) Facility
Basic Emergency Obstetric and Newborn
Care (BEmONC) Facility
Health facilities that can perform the following six
signal obstetric functions:

 Parental Administration of oxytocin in the third


stage of labor
 Parenteral administration loading dose of anti-
convulsants
 Parenteral administration of initial dose of
antibiotics
 Performance of assisted deliveries (Imminent
Breech delivery)
 Removal of retained products of conception
 Manual removal of retained placenta
BEmONC Facility

These facilities are also able to provide emergency


newborn interventions, which include the minimum:

Newborn Resuscitation
Treatment of neonatal sepsis/infection
Oxygen support
Definition of BEMONC Capable Facility

 A health facility that can either be a primary


/district hospital, RHU or BHS/Lying-in clinic
with complete complement of BEmONC
trained personnel (doctor, nurse and
midwife) operating 24/7 or on-call basis
after regular office/clinic hours.
 Such as facilities can be certified by the
DOH after meeting the standard require-
ments for certification.

family planning information and services.

National Family Planning Program is committed to


provide responsive policy direction and ensure access
of Filipinos to medically safe, legal, non-abortifacient,
effective, and culturally acceptable modern family
planning (FP) methods.

women from 24.9% in 2017 to 30%
by 2022
To reduce the unmet need for
modern family planning from 10.8%
in 2017 to 8% by 2022

 Provision of free FP Commodities that are medically


safe, legal, , effective and culturally acceptable to all
in need of the FP service

missions
 Partnership with LGU hospitals for the FP outreach
missions
PHILHEALTH BENEFIT PACKAGE

MATERNITY CARE PACKAGE


PhilHealth’s Maternity Care Package (MCP) covers prenatal
care, delivery, and postnatal care for both you and your baby.

Members and eligible dependents are qualified to avail of this


package. You can only use it up to your fourth delivery,
provided you don’t have any history of three or more
miscarriages.

PhilHealth provides P6,500 facility fee for deliveries within a


hospital. The coverage increases to P8,000 for if you give birth
in infirmaries, dispensaries, birthing homes, and maternity
clinics.

Antenatal Care Package


you should have at least four prenatal checkups,
with the last one done during the third trimester
of pregnancy.
The facility and healthcare provider should also
be PhilHealth-accredited.
PhilHealth provides P1,500 for prenatal care.
PHILHEALTH BENEFIT PACKAGE

Normal Spontaneous Delivery Package


covers the immediate post-partum period within the
first 72 hours, as well as seven days after delivery.

PhilHealth covers P5,000 for birth in hospitals and


P6,500 for deliveries in birthing homes or maternity
clinics.

Other Methods of Delivery


But if you give birth through other methods, your
PhilHealth coverage depends on your total bill.

PhilHealth typically covers P19,000 for Cesarean


deliveries, P9,700 for complicated vaginal deliveries,
P12,120 for breech extraction, and P12,120 for
vaginal delivery after previous Cesarean section.
PHILHEALTH BENEFIT PACKAGE

NEWBORN CARE PACKAGE


The Newborn Care Package includes newborn care,
screening and hearing tests, hepatitis B and BCG
vaccination, eye prophylaxis, weighing, and essential
intrapartum and newborn care protocol. It’s worth
P1,750, all covered by PhilHealth.

Unlike the MCP, this package has no limit to the


number of births. However, it should be filed within
60 days after the delivery.
