UNLAD KABATAAN PROGRAM
The Unlad Kabtaan Program for Youth is geared towards the
total development of the disadvantage youth in terms of his/her
spiritual, economic, physical, physiological, cultural and social
development. Although the individual is dependent on the
family for nurturance, protection and guidance; his/her social
obligation is into confined to the family and immediate
community. The national and global perspectives are equally
underscored in his/her formation from a dependent youth to an
autonomous adult capable of interdependent interaction with
others.
PYAP GOAL

◦To promote the development of the out of


school youth and other disadvantaged youth to
become self-reliant, economically productive,
and socially responsible citizens able to
contribute too the development of their family
and community.
PYAP OBJECTIVES
 To encourage, facilitate and create opportunities for
self-expression and attainment of proper attitudes and
behavior among the youth for self fulfillment and social
awareness;
 To engage the youth in various activities that will
promote their social and economic development such as
food production, volunteer community service, health
and nutrition, population awareness, protection and
conservation of natural environment;

 To strengthen basic social. Moral and cultural values,


enhance social functioning, develop human responsibility
of the youth for the betterment of his/ her family and
community;
 To provide special services for the protection,
rehabilitation and training of youth with special needs as
those who are alienated, delinquent, neglected, abused,
exploited, those with disabilities, and those in cultural
communities, etc. and;

collaboration and cooperation with
government and non-government
agencies for the youth in all sectors
and at all levels in the community.
TARGET CLIENTELE
◦The target are the out-of-school youth and other
disadvantaged youth who are aged 15 – 30 years old
and single.
◦The other disadvantaged youth include those who
have special needs such as the ABUSED, NEGLECTED,
EXPLOITED, DELINQUENT, STREET YOUTH, VICTIMS OF
PROSTITUTION, those with disabilities, youth offenders,
youth in cultural communities, among others.
PYAP HISTORY
◦ The Pag-asa Youth Association of the
Philippines Incorporation is a duly
constituted barangay based organization
of the out-of-school youth between 15 to
30 years old who are clienteles of the
Department of Social welfare and
Development (DSWD).

◦ The PYAP was first incorporated on July 29, 1974 with


the Securities and Exchange Commission under the
name of Pag-asa Youth Movement, Inc. or PYM, Inc.
and thus become an affiliate organization of DSWD.
◦ As result of innovative programs and services and
further strengthening the capabilities of the youth
program, the PYM,Inc. changed its name to PYAP,
Inc. based on its new SEC Registration No. 01328
approved on April 12, 1996.

◦The PYAP, Inc. is organized nationwide and is


federated from the Municipal / City, Provincial,
Regional and National levels.
◦The PYAP federation of different levels serves as
strategy that provides forum to discuss youth
issues and concerns related to their projects and
come up with solution addressed to both youth
and other system involved in program, planning
and implementation.

◦ The PYAP, Inc. utilizes the DSWD’s youth program called


Unlad Kabataan Program (UKP) formerly known as
Integrated Human Resource Development Program for
Youth (IHRDPY) inorder to carry out the goal of
providing opportunities for PYAP members in order to
actualize their potentials, and aspirations, experience,
self-fulfillment, contribute to the growth of his/her
community and participate in the task of nation
building.
ARTICLE III
OFFICERS
SECTION 1. Officers

The officers of the association shall be composed


of the President, Vice President, Secretary,
Treasurer, Auditor, Public Relations Officers (3 for
the National Federation), and Business Manager.
They shall be elected by the Board of Trustees
from among themselves.
SECTION 2. Qualification
No members shall be eligible for election to the Board of Trustees
unless he has the following qualifications:

1. An out-of-school youth not enrolled/not graduated in a four year


degree course and vocational/technical course
2. Must be 15 to 24 years old, single
3. Not employed (Open Employed/Self Employed)
4. If elected out-of-school youth but had the opportunity to go back
to school or/and had been employed after the election, he/she has
to continue the term of office base on term limit or until the end of his
recent term.
SECTION 3. Term of Office of Officers
All officers of the association shall hold office for a term of three (3) years
and/or until their successors were duly elected and qualified. If the President is
incapable of serving the organization, he should prepare and submit a
resignation letter addressed to the body stating the reason of his resignation.
The Vice President will automatically assume the office and the remaining term.
If the Vice president is also incapable, there should be a special election to fill
up the vacant. If both positions (President and Vice President) are vacant, a
recall election should be held. The incumbent officer can be re-elected for
three (3) terms as long as he/she qualified but not in President Position.
However, the National President shall not be elected for the same position.
SECTION 4. Manner of Election
Election of officers shall be made through nomination by
attending thereat and shall be done through secret
balloting. In case of municipal, provincial/city, regional
and national federation, election of officers shall be
among the president of each federation.
ARTICLE IV FUNCTION &
POWERS OF OFFICERS
SECTION 1. President
The President shall be the Chief Executive Officers of the association. In
addition to duties as such, he shall preside in all meetings of the Board of
Trustees and those of the members of the association.
He/She shall execute all resolutions and/or decisions of the Board of
Trustees. He/She shall be charged with directing and overseeing the activities of
the association. He/She shall have control over all members of the association,
review and approve expense vouchers. Together with the Secretary and the
Treasurer of the association, he/she shall present to the Board of Trustees and to
the members the annual budgets. He/She shall submit to the Board as soon as
possible after the close of each fiscal year, and to the members of each annual
meeting a complete report of the activities and operations of the association for
the fiscal year under his term.
SECTION 2. Vice President

The Vice President shall exercise all powers


and perform all duties of the President
during the absence or incapacity of the
latter.
SECTION 3. Secretary
The Secretary shall give all the notices required by these by-laws
and keep the minutes of all meetings of all committees, in a book kept
for the purpose. He/She shall keep the seal of the association and affix
such seal to any paper or instrument requiring the same. He/She shall
have custody of the correspondence files and all other papers that are
to be kept by the Treasurer. He/She shall maintain the member’s register,
have charge of the bulletin board at the principal’s office of the
association. He/She shall also perform all such other duties and work as
the Board of Trustees may from time to time assign to him/her. He/She is
responsible making any communication/document intended for info-
dissemination and pass to Public Relation Officer.
SECTION 4. Treasurer
The Treasurer shall have charge of the funds, receipts and disbursements
of the association. He/She shall keep all moneys and other valuables of the
association in such bank or banks as the Board of Trustees may designate.
He/She shall keep and have charge of the books of accounts which shall be
opened to inspection by any member of the Board of Trustees, whenever
required, an account of financial condition of the association and of all
transactions made by him/her as Treasurer. He/She shall also perform such
other duties and functions as may be assigned to him/her from time to time by
the Board of Trustees. He/She shall post a bond in such amount as may be
fixed by the Board of Trustees.
SECTION 5. Auditor

He/She shall examine financial records,


properties and audit money. He/She shall also
perform other functions as may be provided for
by the Board of Trustees.
SECTION 6. P.R.O. (Public Relation Officer)

He/She shall serve as information officer responsible


for any activity with regards to dissemination of
communication letters and other necessary functions as
may be provided for by the trustees.
SECTION 7. Business Manager

He/She shall be responsible for the planning of projects.


Responsible for looking for venues, foods and etc. of the
project to be undertaken. He/She shall perform such other
duties and functions as may be assigned to him/her from
time to time by the Board of Trustees.
