PROPOSED MINIMUM

TECHNICAL SPECIFICATIONS
FOR
THERMAL RIFLE SCOPE (TRS)
(WEAPON MOUNTED)
References:
a. NAPOLCOM MC No. 2019-002 entitled: Defining
the duty and Authority of the NAPOLCOM to
prescribe Minimum Standards for Uniforms,
Arms, and Equipment to be Procured by the PNP;
and
b. NAPOLCOM Resolution No. 2019-588 entitled:
“Prescribing the Minimum Standards for
Thermal Rifle Scope (Weapon Mounted)”.
Situation:
Despite the fact that PNP have different optical devices install
(clip-on/mounted) on to weapons or handheld, they offer the flexibility of
daytime and night time use, but they also deliver in weather conditions
when other optical devices simply fail. Fog is one such example. Like all
other thermal imaging devices, thermal riflescopes and weapon sights
read off thermal signatures of all objects and present the user with an
image showing a gradient map of the heat signatures.

Presently, PNP operating/maneuvering units needs an alternative

optical devices such as thermal rifle scope that could be mounted on
long firearms which read and reproduce on display thermal signature of
an object during night time operations for the detection, assessment, and
tracking of multiple targets both stationary and mobile.
User/s:
a. SAF
b. PNP Mobile Forces (RMFB, PMFC, CMFC); and
c. other PNP units
Sample Image:
Difference between Night Vision and Thermal
Riflescope
Generally, Night vision optics present real picture of
what is in front of shooter by simply making those items
more visible than they are to a naked eye, while,
thermal devices work differently. Due to the fact that
thermal scopes read and reproduce on display thermal
signature of an object, you cannot expect to see all
details of the object you are looking at. You will only
see an outline of items which have contrasting
temperatures.
Sample Produce Images:

b. Horizontal
Key components of high importance are:
objective lens diameter,
resolution and refresh rate of the thermal core
(60Hz scope in order to avoid unwarranted lag or else choose a product with a rating
which is slightly over 30Hz),
magnification capabilities,
Optical zoom feature allows the user to magnify a target without upsetting the
resolution quality
reticle patterns
When you put your eye on the scope eyepiece, it is the reticule that helps you to
accurately focus on your intended target
 battery life.
Sample Thermal Core/Module/Sensor:

BAE Systems says that the new 640x480

pixel TWV640 core is able to capture images
through fog, smoke, dust, and haze, at a
frame rate of 60 Hz.
Recognition of targets and threats:

Figure 1: Illustration of the importance of pixels on target for image recognition, and
of the behavior of noise effective temperature difference (NETD)with range. This
example assumes typical uncooled camera specifications:100 mm focal length, f",J
10° field of view, and 50 J.1m pixels, which give'" 1m spatial resolution at 2 km.
