Engineer
Basis for selection
Factors that should be considered in the selection process
are:
1. The professional and ethical reputation of the Civil
Engineer and his staff as determined by inquiries to ther
previous clients and other references.
2. Responsible civil engineer and its employee and
must be registered professional civil engineer.
3. CE should be have demonstrated qualifications and
expertise,performing the services required for the project.

4. CE should be able to assign qualified engineering
staff who will be in responsible charge of the project and
will be able to provide and complete the required services
within the time alloted.
5. The CE should have the necessary financial and
business resources to accomplish the assignment and
provide continuing service.
Client's selection committee
Within the client's organization there should be an
established admininstrative policy for designating the
person authorized to select or recommend selection of
civil engineers for specific assignment.

There should be 3 or more individuals in a selection


committee with atleast 1 of them is professional engineer
of the appropriate dicipline. The final selection is then
based upon the recommendation of the selection
committee.

Client's usual steps for QBS Procedure.
1. By invitation or public notice. Request for
qualifications(RFQ) or Request for Proposal (RFP), Then
create a shortlist for selecting a CE for the project.
2. Preparation of a budget for the staff time and cost that
can be expected from potential CE prior to the receipt of
the RFQ's or RFP's

3. Evaluation of the statement of qualifications recieved.
4. Write a letter to each CE or selected for futher
consideration decribing the proposed project indetail,
including a project scope and outlined of services required.
Including project scheules,proceedures, experiences with
similar projects, financial standing, present work load, and
references.

5. Receipt of the proposal, invite the CE or firms to meet
individually with the selection committee for interview.
6. Check with recent clients of each CE or firm to
determine the quality of their performcance.
7. List the CE or firms in the order of preference.
8. Invite the CE considered to be the best qualified to
develop a detailed scope.

9. The compensation proposed by the CE should be
evaluated on the basis of the client's experience and
budget estimate. in consideration with section 4 (charging
of CE services)
10. If no satisfactory agreement has been reached, the
negotiation should be terminated and the client shall
provide writtin notice in to that effect. Then proceed to
the next CE or firm on the List.

11. When agreement has been reached on scope, schedule
and compensatiion, the client and selected CE should
formalize their agreement in a written contract.
Selection Procedure for “Level of Effort” Contracts.

Level of effort type of contract for engineering services is a


contract procedure used to supplement a client staff,
either by providing an extension to existing dicipline and
capabilities already on board or by adding special
diciplines not available on the client's staff.

The Process of selection is set the same as QBS.

The procedure of selection is set the same as QBS.
Disadvantages in bidding
- does not recognize professional judgement
-it is virtually impossible to completely detail in advance the
scope of services for an engineering project.
-in-depth studies and analyses by consulting CE are not likely
to be performed.
-the consulting CE's ability to be flexible and creative in
meeting the client's requirements is severely limited.
-The Engineering designs are likely to be minimal in
completeness with the details left to the contractor.
Disadvantages in Two Envelope system
The two envelope system, if intended, the procedure will only
be the same as the QBS procedure:
-except the added costs to prepare a comprehensive scope
and price discourages some consulting CE from participating.

-Cost to prepare a proper price proposal are considerable to


the firms not selected,which increases the overall business
cost of the consulting CE and ultimately the Client.
