Occupational Safety and Health

is a cross-disciplinary area concerned with


protecting the safety, health and welfare of people
engaged in work.

The goal of all occupational safety and health


programs is to foster a safe work environment.
The Occupation Safety and
Health Center in the country is
established by Executive
order No. 307. The implementing
rules and regulations are issued
by the Employees
Compensation Commission
(ECC).
These Implementing Rules and
Regulations are issued pursuant to
the authority of the
Employees Compensation
Commission (ECC) under Section 8
of Executive Order No. 307
establishing the Occupational
Safety and Health Center (OSHC).
The main objectives of the
OSHC in the Philippines are
follows:
1. Prevent, Eliminate or Reduce work- related injuries,
illnesses and deaths

2. Implement effectively occupational health and safety


programs that will promote the health, efficiency and
general well-being of the Filipino workers.

3. Maintain an expert intelligence and training center for


industrial disease and occupational safety

Personal Protective
Equipment (PPE) includes all
equipment (even those used to
protect against adverse weather
conditions) used to protect
employees from health and safety
risks they might encounter at work,
including injuries to the lungs,
head, eyes, ears and skin.

Hazard
 is a situation that poses a level of threat to
life, health, property, or environment.
A hazardous situation that has come to pass is
called an incident. Hazard and vulnerability
interact together to create risk.
Three steps to manage health and
safety at work:
1. Spot the Hazard (Hazard Identification)
2. Assess the Risk (Risk Assessment)
3. Make the Changes (Risk Control)
Hazard Identification

Hazard identification is part of the process used to


evaluate if any particular situation, item, thing, etc. may
have the potential to cause harm.
Risk Assessment
Risk assessment is a thorough look at your
workplace to identify those things,
situations, processes, etc. that may cause
harm, particularly to people. After
identification is made, you analyze and
evaluate how likely and severe the risk is.
When this determination is made, you can
next, decide what measures should be in
place to effectively eliminate or control the
harm from happening.
Risk Control
Risk control is a plan that aims to
identify, assess, and prepare for
any dangers, hazards, and other
potentials for disaster both
physical and figurative that may
interfere with an organization's
operations and objectives.

Physical Hazard
- are conditions or situations that can cause
the body physical harm or intense stress.
- can be both natural and human made
elements.
Mechanical Hazard
- a h a r m f u l o r d a n g e r posing s i t u a t i o n
t h a t involves m a c h i n e s most ly i n a
working e n v i r o n m e n t .
Chemical Hazard
- Exist in the form of gases, dust,
corrosives, vapor and liquids. These
chemicals can become dangerous to
persons, when inhaled or absorbed
through the skin.
- Can cause breathing problems, skin
irritation or burns.
- To protect workers from chemical
hazards, employers need to supply their
employees with protective clothing.
Electric Shock Hazard
- occur upon contact of a (human)
body part with any source of
electricity that causes a sufficient
current through the skin, muscles,
or hair

The DOLE is the lead agency of the government in charge in the
administration and enforcement of laws, policies, and programs on
occupational safety and health.

Rule 1000. General Provisions

Objective : to protect every man against injury,


sickness or death
Scope : applies to all places of employment
Except : mines
Rule 1000. General Provisions

Duties of Employers
– Furnish safe and healthful working conditions
– Give job safety instruction
– Comply with OSHS
– Use approved safety devices

Duties of Workers
 Cooperate with management
 Report unsafe condition
 Use all safe devices
Hazardous Workplaces

– Exposure to dangerous environmental elements, contaminants


or work conditions
– Construction work, logging, fire-fighting, mining, quarrying,
blasting, stevedoring, dock work, deep sea fishing and
mechanized farming
– Manufacture or handling of explosives and pyrotechnic
products
– Use or exposure to power driven or explosive materials
– Exposure to biological agents as bacteria, fungi, viruses,
protozoa, nematodes and other parasites
Imminent Danger

– A condition or practice that could reasonably be


expected to cause death or serious physical harm
before abatement under the enforcement procedure
can be accomplished.
Rule 1020 - Registration

• Shall be free of charge

• Use DOLE-BWC-IP-3 form

• Valid for lifetime except :


- change in business name
- change in location
- change in ownership
- re-opening after previous closing.
Rule 1030 – Training of Personnel on OSH

• Amended by D.O. 16, S. 2001


• Recognizes that OSH personnel have fields of
specialization
• Sets requirements, duties of OSH personnel:
- OSH practitioner
- OSH consultant
- OSH training organization
- OSH consulting organization
• Accreditation of safety practitioners now lie with
the Regional Offices
Rule 1040. Health & Safety
Committee
– Plans and develops accident prevention program
– Directs implementation of programs
– Conducts safety meetings at least once a month
– Reviews reports of inspections, accident
investigations, & implementation of
programs
– Provides OSH trainings for staff
Rule 1050. Notification & Keeping of Records
of Accidents and/or Illnesses

– Accidents/illnesses must be reported to the DOLE


Regional Office every month;
– Basis of accident trends
– Is not admissible in court
Rule 1070. Control of Physical &
Chemical Agents

– Threshold Limit Values (TLVs)


– Permissible Exposure Limits (PELs)
– Work Environment Measurements (WEM) should be
done annually
– Refer to M.C. #1, s. 2000
Rule 1080. Personal Protective
Equipment

– Every employer should furnish workers with PPE at


his own expense;
– Of approved design;
– Deductions for loss or damage should not exceed 20%
of weekly wage.
Penal Provisions*

– Fine from P 1,000.00 to P 10,000.00;


– Imprisonment of not less than three (3) months;
– Both fine and imprisonment; and
– Aliens can be deported.
