1. Academic formation – human intellect (to know the
truth)
2. Personal formation – human will (to act, to choose
good)
3. As part of the school curriculum – is the process values
are formed in the learner under the guidance of the
teacher.
4. As a subject – values education has direct and
immediate relevance to the personal life of the learners.
5. It is holistic because it involves all faculties of the
learners.

Pre-Spanish Period
• Aeta, Indones, Malay, Hindu, Arabian
and Chinese interpersonal and social
relationships revolve around blood
ties, marriage and ritual kinship.
American Era (1898-1946)
Some valued things:
• Freedom to choose religion.
• Submissive reverence to accepted authority
figures.
• Patriotism, loyalty, values of self reliance,
national unity.
• Pres. Manuel Quezon introduced Code of
Ethics for Filipino
• Refusal to submit to colonizers and
autonomy
Japanese Occupation (1942-1945)
• Submissive reverence to accepted
authority figures.
• Refusal to submit to foreign power and
autonomy
Post-Japanese & American Era
(liberation period)
• Character and moral education were
introduced for the purpose of moral
reconstruction.
Martial Law Period (1972-1981)
• Education Act of 1972 required maximum
contribution toward the attainment of
national goals, some of which is
advancement of Philippine economy, moral
progress, heightened national consciousness
and promotion of desirable cultural values.
Post Martial Law
• EDSA Revolution I inspired many
Filipinos to place a premium on
justice, liberty, peace and respect
for human rights.
1987 Philippine Constitution
All Schools should inculcate:
• patriotism and nationalism,
• foster love of humanity,
• for human rights,
• appreciation of the role of national heroes in the historical
development of the country,
• teach the rights and duties of citizenship,

K to 12 Program on Edukasyon
sa Pagpapakatao
• At the elementary level, Character Education
is replaced by Edukasyon sa Pagpapakatao
which focuses on honing an individual’s
capacity to make moral and ethical decisions
and actions. There will be less learning
competencies and more time allocated in this
subject.

• Edukasyon sa Pagpapakatao at the
secondary level is based on ethics and career
guidance. It covers concepts of self and
humanity, moral values, career choices, and
responsibility.

develop ethics of youth to make responsible
decisions and actions for the common good.
It encompass five macro-skills:
understanding, reflecting, consulting,

• Value education develops a well-balanced
individual with a strong character and value. That is
why you should send your child to a school that
offers value education.
• Value-based education aims at training the student
to face the outer world with the right attitude and
values. It is a process of overall personality
development of a student. It includes character
development, personality development, citizenship
development, and spiritual development.
Value-based education is essential to develop
an individual and help him/her lifelong in many
ways:
• It gives a positive direction to the students to shape
their future and even helps them to know the purpose
of their life.
• It teaches them the best way to live that can be
beneficial to individuals as well as the people around
them.
• Value education also helps the students to become
more and more responsible and sensible.
Value-based education is essential to develop
an individual and help him/her lifelong in many
ways:
• It helps them to understand the perspective of life in a
better way and lead a successful life as a responsible
citizen.
• It also helps students to develop a strong relationship
with family and friends.
• It develops the character and personality of the
students.
• Value education develops a positive view of life in the
student’s mind.
