DEFINITION
– The treatment of individuals in all aspects of employment –
hiring, promotion, training, etc. in a fair and nonbiased manner.
 Equal employment Opportunity (EEO) is about:
 Making sure that workplaces are free from all forms of
unlawful discrimination and harassment, and
– Employment practice where employers do not engage in
employment activities that are prohibited by law. It is illegal for
employers to discriminate against an applicant or employee on
the basis of:

TITLE II: RIGHTS AND PRIVILEGES
OF DISABLED PERSONS
CHAPTER I: EMPLOYMENT

Sec. 5. Equal Opportunity for Employment. — No disable person shall be denied access to
opportunities for suitable employment. A qualified disabled employee shall be subject to
the same terms and conditions of employment and the same compensation, privileges,
benefits, fringe benefits, incentives or allowances as a qualified able bodied person.

Five percent (5%) of all casual emergency and contractual positions in the Departments of
Social Welfare and Development; Health; Education, Culture and Sports; and other
government agencies, offices or corporations engaged in social development shall be
reserved for disabled persons.
– Sec. 6. Sheltered Employment — If suitable employment for disabled persons cannot be
found through open employment as provided in the immediately preceding Section, the
State shall endeavor to provide it by means of sheltered employment. In the placement of
disabled persons in sheltered employment, it shall accord due regard to the individual
qualities, vocational goals and inclinations to ensure a good working atmosphere and
efficient production.
– Sec. 7. Apprenticeship. — Subject to the provisions of the Labor Code as amended, disabled
persons shall be eligible as apprentices or learners: Provided, That their handicap is not as
much as to effectively impede the performance of job operations in the particular
occupation for which they are hired; Provided, further, That after the lapse of the period of
apprenticeship, if found satisfactory in the job performance, they shall be eligible for

which is important considering the vast array of
lifestyles, values, and attitudes individuals have.
2. It’s practices help individuals feel they are being treated fairly
and equally, which can increase an individual’s level of
commitment, satisfaction, and loyalty to their employer.
3. A person’s mental mindset and sense of personal worth and
well-being. An individual that feels confident in all situations,
even ones where he or she is a minority, will help the
individual’s sense of overall worth and ability to comfortably
contribute.

ADVANTAGES OF FULL EMPLOYMENT
– Mobilization of Resources
The labor force of any country is its greatest resource. The quickest means of creating wealth and a highly
sustainable economy is by receiving the labor of as many contributing individuals as possible. Full employment
means that all persons capable of contributing to a nation's wealth are being utilized. If an economic system is not
achieving full employment, it means that it is not fully mobilizing the resources available to the society.
– Social Harmony
Perhaps the major source of most social discontent is the issue of long term unemployment. It has been shown that
populations with long term underemployment also tend to be those with higher crime rates and other social
discontents. Many revolutions throughout history have been blamed on unemployment. Full employment makes a
peaceful society much more possible as there is less reason for citizens to feel discontent. Social harmony is a major
advantage of full employment.
– Egalitarianism
For everyone in a society to have an equal chance at success in life there must be an equal chance of everyone
finding employment and receiving the ability to advance through work. A major cause of social inequality is the
failure to achieve full employment, as this creates a segment of the population which does not have access to the
normal methods of economic advancement. Social equality is a goal closely linked with full employment.
– Poverty
The best way to improve a persons economic well being is by giving him or her a job which will allow them to
generate their own wealth for their own use. Long term full employment would provide an opportunity for the
impoverished to escape poverty.
