I. THE CONCEPT OF EVIL AND ADMINISTRATIVE EVIL

Evil
• Behavior that deprives innocent people of their humanity, from
small scale assaults on a person’s dignity to outright murder
• connotes unjust outcomes that involve pain and suffering.

Administrative Evil
• “ordinary people within their normal administrative roles can
engage in acts of evil without being aware that they are doing
anything wrong.”

How does administrative evil occur?

• occurs when public administrators do what everyone believes


they should be doing to fulfill their organizational roles and
responsibilities.

• one can be a "good" or responsible professional and at the


same time commit or contribute to acts of administrative evil

What is the difference of administrative evil from evil?


• fundamentally modern phenomenon and less easily recognized as
evil
• Ignorance of the consequence
• It is masked

Masking occurs when the negative impact of an endeavor is fully


known to but a few.

Why is administrative evil masked?


1. Scientific-analytic mindset and technical-rational approach
2. Evil comes in the form of expert or technical role
3. Masked within modern organization & social and public policies
4. Public service ethics and professional ethics are effectively
useless in the face of administrative evil

• When the harmful effects and full scope of the wrong becomes
widely known and the evil is named.

Who should do the unmasking?

• Public administrators
who have the organizational status, power, and perspective to
comprehend the implications of their organizations’ activities.

IV. EXAMPLES OF ADMIN EVIL
Holocaust "sacrifice by fire"
The Holocaust was the systematic, state-sponsored persecution and murder of six
million Jews by the Nazi regime and its allies and collaborators.
• They believed Germans belonged to a race that was "superior" to all others and
that Jews belonged to a race that was "inferior" and a threat to the so-called
German racial community.
• Two out of every three European Jews as part of the "Final Solution." The "Final
Solution“
• Roma ("Gypsies"), people with disabilities, some of the Slavic peoples, Soviet
prisoners of war, and blacks.
• Communists, Socialists, Jehovah's Witnesses, and homosexuals.

IV. EXAMPLES OF ADMIN EVIL
War on Drugs
A war waged against the poor rather than the drug lords who still remain unscathed.
• Extrajudicial killing
• Mistaken Identity
• Stray Bullets (esp. youth casualties)
• Shooting war between armed drug peddler & police
• Killing an enemy then planting weapons and drugs as evidence
Duterte’s fascist regime after conditioning the minds of the people with rampant
killings of drug suspects to the opposition and leftists forces, in particular the church
people, human activists, and farmers. Killing that are widespread and perpetrated
by AFP and PNP with impunity.
