Values and

Visions
• During nearly four centuries of Spanish Rule,
educational institutions were established
to Christianize the Filipinos, influence the
elite class, and ensure the docility of Filipino
Spanish Masters.
• During the American period, an extensive
public system, using English as the main
medium of instruction, was established to
unify the archipelago, spread the ideals
of democracy, and facilitate colonial
rule.
• One of the ideals commonly shared by many
Filipinos patriots was the secularization of
education.
• He proposed the idea of secularization in
his La Soberania Monacal. He also pointed
out that religious control over the
education system defeated the very
purpose of Moret Education Decree of
1863.
MARCELO H. DEL PILAR

• They vouched for the mandatory teaching


of the Spanish language to the Filipino
masses for the purpose of having a
common language.

• The education of Filipino women was another priority
of Filipino patriots.
• Graciano Lopez- Jaena
- was a filipino journalists, orator, reformist and
national hero who is well known for his newspaper, La
Solidaridad.
• Modem- School
- he advocated that students be taught fencing,
swimming, horsemanship, and dancing.
• Ilustrados
- gave importance to vocational education to lift the
people from the bondage of colonial rule. They urged the
Filipinos to pursue industrial professions and supported
the establishment of schools of arts and trade.
• La Liga Filipina
- stated that one of its purpose was the
encouragement of popular education.
• Modern School
- the teaching of Philippine History, exclusive of
Spanish or universal history.

The Filipino leaders foreseen the importance and


necessity of education for women and the masses.

Education
• Higher Education is considered a means to
harness, develop, and put into good use not
only the productive capacities of Filipinos but
more importantly, the constructive use use of
their full potentials and capabilities in:
a. Realizing the specific Filipino identity and
strong esteem for national pride.
b. Cultivating and imposing the moral fiber and
spiritual harmony
c. Reaching political soundness, economic
stability, and equitable social responsibility;
and
d. Preserving and enriching the historical and
cultural foundation of the Filipinos as a distinct
people and race.
• Higher Education in the Philippines has
evolved to adjust to the changing needs of the
modern times.
• In the early years , the main contents and
provisions of higher education were geared.
• Higher Education was viewed by the
government as a vehicle to launch the
country’s economic growth and development.
Education for National
Development Program.
• The program included the institutionalization
of the now defunct NATIONAL COLLEGE
ENTRANCE EXAMINATION as the screening
tool that would insure the development of
targeted manpower requirements for national
progress ad economic growth.

• “To accelerate the development of high-level
professionals who will search for new
knowledge, and provide leadership in various
disciplines required by a dynamic and self
sustaining economy “ and to “harness the
productive capacity of the country’s human
resource development, namely, people
empowerment and global competitiveness”
• The essence of higher education in the
country has been affected by social realities
and aspirations inasmuch as all of these have
influenced our Philippine society and culture.
