Menurut Carol Noore yang dikuti oleh
Bygrave (1996;3), proses perkembangan
kewirausahaan diawalai dengan adanya
inovasi. Inovasi tersebut dpengaruhi oleh
berbagai faktor baik internal maupun
eksternal , seperti aspek pendidikan,
sosiologi, organisasi, kebudayaan, dan
lingkungan. Carol mengemukakan bahwa
faktor faktor pemicu kewirausahaan dan
model proses kewirausahaan ke dalam 4
fase; yaitu: Inovasi, kejadian pemicu,
implementasi, pertumbuhan.
