Who makes the CISF Rules?
 The CISF Act is voted and passed by the
Parliament
 It is amended by the parliament
 Under Section 22 of the CISF Act
 Central Govt can frame rules as per the
provisions of the CISF Act
 The current set of rules is the CISF Rules
2001
 Amendments in the rules were carried out
in 2003

1. SHORT TITLE AND
COMMENCEMENT

 These rules may be called the CISF Rules,


2001.
 Shall come into force on the date of their
publication in the Official Gazette.
 The CISF Rules 2001 were notified on 2
Nov 2001
2. DEFINITIONS
a. Act
Means CISF Act 1968
b. Appendix
Means an appendix to these rules
c. Close Arrest :
confinement of any enrolled member
of the Force within the Force or a
detachment of the Force or a post
quarter guard, building or tent
under charge of a guard
2. DEFINITIONS
d. Magistrate
Means any Magistrate as referred to in sec
3 of the Code of Criminal Procedure 1973.
e. Open Arrest
confinement of any enrolled member of the
Force within the premises of any barrack,
lines or camp for the time being occupied by
any detachment of the Force
g. Section
Means a section of the Act

Rule 4 lists all the ranks and their equivalents


in the Force.
Except Const/Trade men each rank is superior
to the rank below it as given in rule 4

 Senior Commandant/Assistant Inspector General

General (Fire), Commandant (Fire), Group Commandant, Principal,
Recruits Training Centre, Principal, Fire Service Training
Institute and Commandant (Medical Officer ;
 Deputy Commandant and Deputy Commandant (Fire);
 Assistant Commandant, Vice Principal, Recruits Training Centre,
Assistant Commandant (Junior Administrative Officer) and
Assistant Commandant (Fire), Assistant Commandant (Medical
Officer);

4. Head Constable(Driver, Executive, Ministerial, Fire And
Armourer);
5. Constables (Executive, Fire, Armourer, Driver, Driver Cum
Pump Operator, Nursing Assistant, Band and Fitter); and

2. Enrolled Members
 Const/Trademen (Cook, Kahar, Sweeper,
Mochi, Barber, Carpenter, Tailor, Dhobi,
Charge Mechanic, Motor Pump Attendant,
Switch Board Attendant and Painter, Ward
boy, Mason and Plumber)
 Each of the above categories of ranks other
than Const/Trademen shall be the
immediate superior in rank to the rank
mentioned below that category.

5. CONFERMENT OF LOCAL RANK:
 Examples of local rank ?
 An Inspector maybe given the local rank of an AC
while he is in charge of a unit
 A Sr Commandant may be given the rank of a DIG
 Who can give?
 Director General only
 In the interest of the better functioning of the Force
 Cannot be delegated
 Has to be confirmed by the Central Govt.
 Upto what rank ?
 Upto Commandant – by DG
 DIG and above – only after prior approval of the
Central Govt
5. CONFERMENT OF LOCAL RANK
 What powers/benefits does the person draw?
 At par with the powers of the higher rank
 No financial /monetary benefit
 No claim on seniority over officers of the Force by
virtue of the rank

 When does local rank cease?


 When withdrawn by the DG
 When person ceases to hold the appointment for
which rank is granted
 If not confirmed by the central Govt within 21
days
