Through P.D. 1778, the Don Mariano Marcos Memorial State
University (DMMMSU) was created to cater to the aspirations of
the people. The University has three (3) major campuses located in
different towns of the province of La Union. namely: the North La
Union Campus in Bacnotan as the Main Campus and the seat of the
Central Administration; the Open University System and the Mid
La Union Campus in San Fernando, and South La Union Campus in
Agoo with the Institute of Agriculture in Rosario and Institute of
Fisheries in Sto. Tomas.

The University was ranked among the top ten higher education
institutions in the Philippines, as surveyed by the Commission on
Higher Education in 2001. It was ranked number seven among the
more than a thousand private and public colleges and universities.
Areas evaluated were faculty, student admission, library and
research.
The Don Mariano Marcos Memorial State University (DMMMSU) is
a merger of five former schools of La Union as follows:
1. Don Mariano Marcos Memorial State College (formerly known
as the Don Mariano Marcos Memorial College of Agriculture and
the La Union Agricultural School), founded on June 18, 1960;
located in Barangay Sapilang, Bacnotan, La Union;
2. La Union School of Arts and Trades (located in San Fernando,
La Union; founded in 1907);
3. Southern Ilocos Polytechnic State College (composed of
Southern La Union National High School in Agoo, Sto. Tomas
College of Fisheries, and Rosario National Agricultural School;
established on July 28, 1977);
4. Community College of La Union (located in San Fernando;
founded in 1968); and
5. Sapilang Elementary School (located in Barangay Sapilang,
Bacnotan, La Union; founded in June 1969)
DMMMSU occupied seven campuses throughout the province.
After a reorganization that year, these campuses were grouped
into four autonomous units, simply called the North La Union
Main Campus (DMMMSU-NLUC), the Mid La Union Campus
(DMMMSU-MLUC), the South La Union Campus (DMMMSU-
SLUC), and the Open University System (DMMMSU-OU). Each
unit is headed by a chancellor/director, while the whole system is
headed by the university president Dr. Jaime I. Manuel Jr.

North La Union Campus
The North La Union campus serves the seat of DMMMSU's central
administration and was created in 1993 out of what were then the
College of Agriculture and Forestry (CAF), Institute of Veterinary
Medicine (IVM), Institute of Computer Studies (ICS), and Institute
of Environmental Studies (IES). The College of Fisheries Balaoan
was also absorbed into NLUC and was made the Fisheries Research
and Training Institute (FRTI).

Mid La Union Campus
La Union School of Arts and Trade was established in 1907 by D.
Aran, an American, its founder and its first principal. It was one of
the earliest vocational schools in the Philippines.
The school was integrated into the Don Mariano Marcos Memorial
State University on 15 January 1981 through P.D. 1778. In 1996,
DMMMSU has been adjudged by the CHED (Commission on Higher
Education) as number 7 among top universities and colleges (public
and private) in the Philippines.
1993
South La Union Campus
In the mid-1940’s a citizen, Ramon Mabutas, suggested
establishing a public high school, leading Mayor Miguel Fontanilia
and members of the Municipal Council to organize a committee to
begin preparations for such a school. The committee included Dr.
Manuel Cases, Atty. Bernardo Gapus, Atty. Mauro Ordoña, Atty.
Telesforo Ofiana, Atty. Esperidion Ventura and Agaton Umanos.
The South Provincial High School opened on July 23, 1945.
