OUTLINES

• To ensure that all candidates onboard a seagoing ship


receives systematic practical training and experience in
the task, duties and responsibilities relevant to the
certification applied for.
• To ensure that the onboard training is closely
supervised and monitored by qualified officers aboard
the ships in which the approved seagoing service is
performed.
• To ensure that the onboard training is documented in a
training record book or similar document .
• To streamline the verification and authentication of
seagoing service of candidates for certification.
WHAT IS A SHIPBOARD
TRAINING PROGRAMME?

Shipboard training program means a


planned and structured programme of
training designed to assist a prospective
candidate to achieve the standard of
competence in accordance with the
table of competences of the STCW
Code.
IMPORTANCE OF A STRUCTURED
SHIPBOARD TRAINING PROGRAM

The shipping industry is confronted with


the shortage of competent officers that
will man the expanding fleet. Ship owners
aim to operate ships at the lowest cost
possible while meeting environmental
targets. The Structures training program
will provide the fastest way of developing
your own pool of Officers and Engineers.
MONITORING

The Shipboard Training Program shall


be continuously monitored through a
quality standards system to ensure
achievement of defined objectives,
including those concerning the
qualifications and experience of
instructors and assessors.
IMPLEMENTATION

Every candidate for certification as


officer in charge of a navigational watch
should have completed a planned and
structured programme of training
designed to assist a prospective officer
to achieve the standard competence in
accordance to STCW table A-II/1.
RESPONSIBILITIES OF
OFFICERS

organizing the practical training programme at sea.


ensuring, in a supervisory capacity, that the training record
book is properly maintained and that all other requirements
are fulfilled;
making sure, so far as is practicable, that the time the
prospective officer spends on board is as useful as possible in
terms of training and experience, and is consistent wth the
objectives of the training programme, the progress of training
and the operational constraints of the ship;
the assessment objectives to be clear and measurable. These
shall be organized by reference to other related skills and
abilities needed by the student to achieve the level of
competence being pursued.
COMPANY
RESPONSIBILITIES

The company should ensure that appropriate


periods are set aside for completion of the
programme of onboard training within the
normal operational requirements of the ship.
The company training officer should be
responsible for overall administration of the
programme of training, monitoring the
progress of the prospective officer
throughout, and issuing guidance as
required and ensuring that all concerned
with the training programme play their
GUIDANCE AND
REVIEW
Guidance and review are essential to
ensure that prospective officers are fully
aware of the progress they are making
and to enable them to join in decisions
about their future programme. To be
effective, reviews should be linked to
information gained through the training
record book and other resources as
appropriate.
ASSESSMENT

A candidate for certification who is


required to have received special training
and assessment of abilities and skills in
engine or navigational watchkeeping
duties should be required to provide
evidence, through demonstration either
on simulator or onboard ship as part of an
approved programme of shipboard
training.
