• In which it covers its topic on individuals who’s age


limits are dissatisfied to the eyes of an audience.
Statement of the problem
• Youthful crime in the Philippines is not an apprentice crime.
However, due to the cause of serious cause of crime
involving minors growing at an alarming rate. The Republic
Act 9344 known as the “Juvenile Justice and Welfare Act of
2006”.
• This act seeks to decrease criminal liability of minors.

2) The purpose of lowering criminal liability from ages 9 to 15 years
old.

studies. Newspaper, articles, reports, and press releases were also used as secondary sources.

As defined in the previous chapter that according to the FBI, a juvenile
is anyone under the age of 18 regardless of how each individual state
defines a juvenile. A delinquent is an individual who fails to obey the
laws. Juvenile delinquency is defined as an individual under the age of
18 who fails to abide by the laws.

It is clearly provided in the study that the age of discernment in the
Philippines is 15 years old. Meaning that children 15 years of age have
already had the capacity to distinguish between right and wrong. As in
the modern time, it is quite different and the mindset of people has
changed, and so with the youths that are now more than aggressive
compared in the previous era.

criminal liability affects the
society?
Particulars Effects
Victims The victim may incur expenses related to lost wages,
health care, or psychological care in addition to the
cost of replacing damaged or destroyed items.
Juvenile Delinquent The delinquency may even have future consequences
on the adolescent’s college and career choices.
Families The upheaval and trauma of having a family member
who is a juvenile delinquent can create instability for
the other relatives
Community making neighborhoods unsafe and costing large
amounts of public money to be spent on law
enforcement and school safety.
Society They may believe that there is no future for them
outside of a life of crime.

internalization of social and legal expectations and ethical decision-
making change as they pass through those stages.

The enacted law RA 9344 as amended by RA 10630. Was enacted for a
certain purpose specified only for minors committing certain crimes.
The enacted law grants the local authorities to apprehend these minors
who are caught or proven guilty of the crime each had committed. A
beneficial matter is that the courts will have the jurisdiction to grants
penalties according to the crime committed by each behavior. And also
the retroactivity of the enacted law can be enforced since it was
provided.
