POLICY
 It is an essay
consisting of an
argument that certain
condition should exist.
These essays advocate
adoption of policies or
courses of action
because problem have
arisen that call for a
solution.
EXAMPLES:
The age at which people can get a driver's
license should be raised to 18.
We need to tax alcohol and tobacco more
heavily since the use of those products
accounts for a disproportionately large fraction
of medicare costs.
Modal verbs that convey a sense of
obligation and necessity are:

The writer must first convince
the reader that current policy
on some issue is not working
Convince the readers that the
writer has a better policy
And finally move the readers
to act on the writer's
suggestion.
