Employees Compensation Commission - Responsible for implementing the policies on
employees compensation programs

Occupational Safety and Health (OSH) Center - Monitor workers’ exposure to hazardous
substance and environmental conditions.
Bureau of Working Conditions (BWC) - Creates policies and laws relating to working conditions

2 Types of OSH Inspection


Technical Safety Inspection – inspection for the purpose of safety determination of boilers,
pressure vessels, internal combustion engines, electrical installations,
elevators, hoisting equipment and other mechanical equipment
General Safety and Health Inspection – refers to inspection of work environment, adequacy of
work space, ventilation, lighting, handling, storage or work
procedures, protection facilities, location and
operation of machinery other than those covered by technical
safety inspection and other safety and health hazards in the workplace.

Presidential Decree No. 442 (LABOR CODE OF THE PHILIPPINES) - The DOLE is the lead
agency of the government in charge in the administration and enforcement of laws, policies, and
programs on occupational safety and health.

A set of mandatory rules on OSH
which codifies all safety orders.
It contains administrative
requirements, general safety and
health rules, technical safety

eliminate or reduce OSH hazards

safety in mines

Rule 1000. General Provisions

Objective : to protect every man against injury,


sickness or death
Scope : applies to all places of employment
Except : mines
Hazardous Workplaces - Exposure to dangerous environmental
elements, contaminants or work conditions
Imminent Danger - A condition or practice that could reasonably
be expected to cause death or serious physical harm
Rule 1030 – Training of Personnel on OSHS
Number of Workers Number of Safety Man

Hazardous Workplace

200 and below 1 (part time)

201 - 1000 1 (full time)

Summary : 1 full time safety man for every 1000 workers

Non-Hazardous Workplace

Less Than 1000 1 (part time)

For every 1000 1 (full time)


Rule 1040. Health & Safety Committee
- Plans and develops accident prevention program
- Conducts safety meetings at least once a month
- Provides OSH trainings for staff
Rule 1050. Notification & Keeping of Records of
Accidents and/or Illnesses
- Accidents/illnesses must be reported to the DOLE
Regional Office every month;
- Basis of accident trends
Rule 1070. Control of Physical & Chemical Agents
- Threshold Limit Values (TLVs)
- Permissible Exposure Limits (PELs)
- Work Environment Measurements (WEM) should be
done annually
Rule 1080. Personal Protective Equipment
-Every employer should furnish workers with PPE at his
own expense and approved design
Penal Provisions
- Fine from P 1,000.00 to P 10,000.00;
- Imprisonment of not less than three (3) months;
- Both fine and imprisonment; and
- Aliens can be deported.
