AEDB’s Mandate As Per AEDB Act, 2010
To develop national strategy, policies and plans for utilization of ARE
resources to achieve targets approved by Government
To act as forum for evaluating, monitoring and certification of ARE projects
and products
To act as coordinating agency for commercial application of ARE technology
To facilitate energy generation trough ARE by;
Acting as one window facility for establishing, promoting and facilitating ARE
projects
Setting up ARE projects on its won or through JV partnership in order to create
awareness ad motivation
Conducting feasibility studies and surveys
Undertaking evaluation of proposals as well as providing assistance to investors
Interacting and coordinating with national and international agencies for
promotion and development of ARE
Assisting the development and implementation of plans with concerned
authorities
Making legislative proposals to enforce use and installation of equipment utilizing

ARE Policy 2019
 Draft ARE Policy 2019 was circulated by Ministry of Energy (Power
Division) on 12th April, 2019 for comments / feedback
 Revised draft ARE Policy 2019 dated 21st July, 2019 was placed on
AEDB’s website in August, 2019
 AEDB carried out 2-day consultative workshop of Draft ARE Policy
2019 on 22-23 August, 2019.
 Consultation done with;
i. Relevant Government Agencies
ii. All major multilaterals and DFIs (WB, ADB, USAID, KfW, IFC,
JICA, UNIDO, GIZ)
iii. All provincial energy departments
iv. All major trade associations in the business (Wind, Solar, Sugar
etc.)
v. Well Known professionals like lawyers, bankers and advisors in
power sector
vi. Private sector at large & Academia

ARE Policy 2019 – Objectives

The main objectives of the ARE Policy 2019 are:


 Protect the environment by increasing the share of green energy in
the overall energy mix
 Least cost on-grid power generation
 Fast track and transparent procurement of AREPs through auctions
 Develop and open up the power market
 Develop ARET local manufacturing, skilled human resource and
technology transfer
 Enable private sector investment and participation in on-grid and
off-grid AREPs and innovative supply solutions, and
 Ease pressure on the public purse for investments in power system
expansion.

Scope of ARE Policy 2019

The following technologies are covered under the Policy:


 Biogas using any organic material
 Biomass (including but not limited to bagasse, agricultural waste,
and other waste)
 Energy from waste (including but not limited to municipal waste,
industrial waste, sewage, refuse derived fuel)
 Geothermal
 Hydrogen
 Synthetic gas (made from any source except fossil fuels)
 Ocean/tidal wave energy
 Solar (PV or thermal, or any technology that uses heat and/or light
of the sun to make electricity)
 Storage technologies (including but not limited to battery
systems, cells of all types, compressed gas)
 Wind (on-shore and off-shore), and
 Hybrids of any of the above technologies.

ARE Policy 2019 – Salient Features

 On-grid generation capacity share from ARE of 20% by 2025 and


30% by 2030.
 Procurement of ARE projects to be done through auctions on annual
basis as per procurement plan recommended by Steering
Committee
 IGCEP outputs, revised to cater for AREs, to form basis of all on-grid
ARE capacity additions
 ARE capacity induction will also be driven by objective of
displacement of more expensive fossil fuel based electricity
 Promotes non-utility procurements / applications (Captive, B2B,
Mini-Grids etc.) envisaging simplified regulation
 Proactive measures will be taken in coordination with relevant
agencies for promoting indigenization and local content
 Regulatory and contract frameworks will be reviewed for removing
overlaps and making them simple and leaner
 RE training and skill development to be pursued

(Biomass)

Bagasse Cogeneration projects are being developed under


Framework for Power Cogeneration (Bagasse / Biomass) 2013.

 08 Bagasse projects (259.1MW) are operational.


RE PROJECTS IN PIPELINE
• Cabinet Committee on Energy (CCoE) in its decision taken in March,
2019 allowed processing of several RE projects that were initiated
under RE Policy 2006 and were in different stages of development.

• The projects include;

• 19 projects of 531 MW that have already been issued LOS.

• 22 projects of 1199.3 MW that have acquired tariff and generation


license.

• 104 projects of 6547 MW capacity holding LOIs will be allowed to


proceed ahead after becoming successful in a competitive bidding
to be undertaken as per demand communicated by NTDC.
RE PROJECTS UNDER CPEC
Wind & Solar Power Projects Under
CPEC
 CPEC framework agreement included 05 wind power projects of 298
MW cumulative capacity and 1000 MW in Quaid-e-Azam Solar Park.

 Five (05) wind power projects of 298 MW capacity have been


completed, whereas Four (04) Solar power projects of 400 MW
cumulative capacity have been completed.

 The 600 MW space in QA Solar Park is still a part of CPEC as per the
minutes of Special Meeting of CPEC Projects dated December 12,
2018 and 2nd Energy Planning Expert Panel meeting

 Two wind power projects, i.e. Western Energy (Pvt.) Ltd 50 MW wind
project and Cacho Wind Energy Pvt. Ltd. 50 MW wind project, were
added in the list of Actively Promoted Energy Projects on the
proposal of Chinese side and recommendation of Energy Planning
Expert Panel of CPEC in its 2nd meeting held on 14th February, 2017.

Net Metering
• NEPRA approved Regulations in September 2015 to put into effect Net Metering
for solar and wind generation of up to 1MW.

• AEDB facilitated by carrying out capacity building of DISCOs and developing


consumer guidelines, role-out plan along with business models

• First net metering system of 1 MW capacity installed at Parliament House.

• Prime Minister of Pakistan launched new consumer friendly framework for net
metering on 3rd January, 2018

• AEDB initiated certification of service providers under AEDB Certification


Regulations 2018

• More than 2077 customers of cumulative 36 MW have been issued Generation


License for Net Metering as of September, 2019.
IFC – Lighting Asia / Pakistan Program
Lighting Asia/Pakistan aims at:
• Addressing lighting needs of off-grid population by
giving access to low-cost, high-quality, safe, reliable,
and cleaner lighting products.

Target: 1.5 million people get access to modern lighting


solutions

Partners: IFC, AEDB, Micro-financing Institutes, international


manufacturers and local distribution companies

Progress:
• 180, 000 products sold
• 850,000 people reached
• Five manufacturing associates found local distributors
