DRAINAGE/SEWERAGE

Group 3 Presentation
SEWERAGE
Sewerage implies the collecting of wastewaters from
occupied areas and conveying them to some point of
disposal with or without treatment.
SOURCES OF WATER
• Domestic- wastewater from houses, offices, other
buildings, hotels and institutions
• Industrial- liquid waste from industrial process
• Storm water- it includes surface run-off generated by
rainfall and street wash.
BASIC TERMS
• Sewage- liquid conveyed by a sewer
• Sanitary sewage- also known as domestic sewage
• Infiltration- water that has leaked into sewers from the ground
• Inflow- water which enters sewers from surface sources such as
cracks in manholes, open cleanouts, perforated manhole covers
and roof drains
• Sewer- a pipe or conduit, generally closed but normally not
flowing full, for carrying sewage
TYPES OF SEWER
• Sanitary Sewer- it carries the sanitary sewage like waste from
municipalities including domestic and industrial wastewater.
• Storm Sewer- it carries storm sewage including surface run-
off and street wash
• Combined Sewer- it carries domestic, industrial and storm sewage
• House Sewer- sewer conveying sewage from plumbing system of a
building to common municipal system 
• Lateral Sewer- this sewer carries discharge from houses sewer
TYPES OF SEWER
• Sub main- this sewer receives discharge from two or
more laterals
• Main/Trunk Sewer- receives discharge from two or more
sub-mains
• Outfall Sewer- receives discharge from all collecting
system and conveys it to the point of final disposal
TYPES OF SEWER SYSTEM
1. Separate System
 If storm water is carried separately from domestic and
industrial wastewater the system is called as separate system.
Separate systems are favored when:
• There is an immediate need for collection of the sanitary
sewage but not for storm water. 
• When sanitary sewage needs treatment but the storm water
does not.

2.    Combined System
It is the system in which the sewers carry both sanitary and
storm water, combined system is favored when:
• Combined sewage can be disposed off without treatment 
• Both sanitary and storm water need treatment 
• Streets are narrow and two separate sewer cannot be
laid

3.     Partially Combined System
If some portion of storm or surface run-off is allowed to be
carried along with sanitary sewage the system is known as
partially combined system.

Republic Act No. 9275 or the Clean Water Act of 2004


 Section 20 Entails that Local Government Units shall share the
responsibility in the management and improvement of water
quality within their territorial jurisdictions.
Republic Act No. 7160 or the Local Government Code
 Section 17 Basic Services and Facilities. 
Such basic services and facilities include, but not limited to,the
following:

(1) For Barangay: 
      (iii) Services and facilities related to general hygiene and sanitation,
beautification, and solid waste collection;
(2) For a Municipality: 
      (viii) Infrastructure facilities intended primarily to service the needs of
the residents of the municipality and which are funded out of municipal
funds including but not limited to, municipal roads and bridges; school
buildings and other facilities for public elementary and secondary schools;
clinics, health centers and other health facilities necessary to carry
out health services; communal irrigation, small water impounding projects
and other similar
similar projects; fish ports; artesian wells, spring
development, rainwater collectors and
water supply systems; seawalls, dikes, 2 drainage and
sewerage, and flood control; traffic signals and road signs;
and similar facilities;

(3) For a Province:


        (vii) Infrastructure facilities intended to service the needs of
the residence of the province and which are funded out of provincial
funds including, but not limited to, provincial roads and bridges;
inter-municipal waterworks, drainage and sewerage, flood control,
and irrigation systems; reclamation projects; and similar facilities;
(4) For a City:
All the services and facilities of the municipality and province, ***

Presidential Decree No. 856 or Code on Sanitation of the


Philippines 
 requires that all houses covered by the system shall be connected to
the sewer in areas where a sewerage system is available
Presidential Decree No. 198 or Provincial Water Utilities Act
of 1973
 provides that water district may declare the further maintenance or
use of cesspools, septic tanks, or other local means of sewerage
disposal in such area to be a public nuisance.

Republic Act No. 1378 or the Plumbing Engineering Act


 provides that the practice of plumbing shall embrace services in the form of
consultations, designing, preparations of plans, specifications; estimates,
erection, installation and supervision of plumbing work including the
inspection and acceptance of materials used therein; extension and
alteration of all pipings to fixtures, appliances, appurtenances in connection
with any of the following: storm and sanitary drainage, facilities of
buildings, the sanitary venting of fixtures, hot or cold water supply systems
within or adjacent to any building, storm drains, sewerage system of any
premises and/or in connection with any public disposal or any acceptable
terminal.
The following are prohibited
acts:
• Failure of LGUs to enact Sewage Treatment and Septage Management Ordinance
(SSMO)
• Failure of commercial establishments to comply with the requirement of taking
adequate wastewater facilities; 
• Refusal to desludge as required by this Memorandum Circular;
• Refusal of new and existing residential customers to connect to available sewer
lines. Commercial, industrial, governmental, and
institutional structures/establishments have the option to construct their own
full wastewater treatment facility as required by DENR or LLDA or to connect to
existing available sewer line subject to the pre-treatment requirement of the
sewerage service provider; 
The following are prohibited
acts:
• Dumping of septage and untreated wastewater to drainages,
canals, rivers, and other natural and artificial waterways and
other open areas;
• Desludging and transporting of septage without the necessary
permits and accreditation from the authorized permitting
agencies; and
• Hiring/availing the services of illegal/non-accredited desludger,
transporter by any person or establishment to desludge septic
tanks or dispose of their wastewater
The following are prohibited
acts:
• Those acts prohibited under Section 27 of Republic Act
No. 9275 (Philippine Clean Water Act of 2004).
• Failure to comply with Section 79 (a) and (b) of
Presidential Decree No. 856 (Code on Sanitation of the
Philippines).
