CHAPTER 3 : TRENDS OF SCHOOL

• The Integrated Curriculum for Primary School (KBSR) launched in 1983

Template
• Later the Integrated Secondary School Curriculum (KBSM) introduced in 1987
• Both curriculum stressed on the appropriate use of a variety of educational
resources and teaching methods to increase the quality of teaching-learning
processes
•The development of instructional technology leads to the establishment of the
Educational Resource Centre at national, state, district and school levels to cater
the needs.
3.1 CURRENT PRACTICE 02
• SRC provide information and ideas that are fundamental to function successfully
in today’s information and knowledge based society
• SRC equip students with information literacy skills and help them to develop life-
long learning habits, enabling them to be knowledgeable and responsible citizens
• Currently there are 9,922 SRCs in Malaysia with a total student population of 5.4
million
• SRC exist in every schools no matter be in in the urban, rural or remote area
• However, the facilities provided by the schools differs and usually be based on
several factors such as
• Enrolment of students
• Locality
•Teacher-librarian
• Competencies
• Availability of space
• Financial support
• School administration support

• SRC generally consist of a min three main rooms which is
• Reading area
• Audio visual area
• Teaching-learning materials
• Some schools with big population of students may extend the SRC to more
than 3 basic rooms by including other rooms like self-access centre, science
labs, computer labs and even classroom as well.
• Beginning 1989, all newly built schools in Malaysia are given the whole floor
of the building which is equivalent to four classroom space for SRC
• SRC is managed by a teacher librarian who is also a full-pledged subject
teacher.
• Ministry of Education appoints full-time teacher-librarians in schools to
support implementation of SRC and Smart School programs
• School with enrolment of more than 950 students are allotted a clerk in each
school to assist teacher-librarians in managing SRCs

• Special category schools such as technical, religious and residential schools are
provided with a general worker if the enrolment of students is between 151-500. If
they have more than 500 students, teacher-librarian should be provided with a
clerk and general worker to assist them.
• Basically there are list of eighteen library and media teachers duties listed which
is :
• Planning and teaching subjects ranging from six to eight hours a week

• Planning and implementing policies and annual programmes for school resource
centre along with principal, school resource centre staff, teachers and students.

• Planning and managing the school resource centre annual budget together with school
curriculum committee.

• Planning resource acquisition and building comprehensive, balanced and up-to date
collection

• Planning and implementing information literacy programme and services to support


teaching and learning process.

• Planning and managing the reading programme (NILAM programme) and acculturation
of knowledge.

• Planning, implementing and coordinating staff development programmes and in-house
training programmes related to the school resource centre

• Planning and managing the school resource centre promotional programmes.

• Collaborating with teachers in the implementation of resource-based learning

• Liaise and cooperate with State Educational Resource Centre/ Teachers Activity
Centre/ public library to enhance services and programmes of the school resource
centre.

• Supervising and managing school resource centre’s collection

• Preparing and circulating the minutes of meeting of school resource centre

• Regulating and monitoring the implementation of the school resource centre


programmes

• Performing the inventory stock checking of school resource centre’s equipments.

• Promoting and being a member of the library association

• Conduct research/action research in relation to school resource centre services.

• Providing reports and analysis of the school resource centre implementation development,
management and finance programmes.
Template
• Submit annual data and report of school resource centre programmes to Department of
Educational Technology through Teachers Activity centre and State Educational Department
in October.

• Carrying out other duties as directed by school management from time to time.
2.3 FUTURE 02
• SRC are part of the Educational Technology Division’s network whereas all
officers at all levels work together as a team to assist the teacher librarian and
their SRC
• It is under the supervision of the Education Technology Division to ensure that
the School Resource Centres in Malaysia play their role in disseminating
information, inculcating the reading habit and effectively supporting teaching-
learning activities, programmes have been formulated and implemented through
Malaysia.
• All the staff members in school should be made clear on the roles of library
service policy, well defined duties and responsibilities
• The widespread use of IT has revolutionized the way information is generated,
acquired, accesses, retrieved and communicated.
• SRC should make full used of this latest technology so that in can be
implemented in the process of teaching and learning in order to create better
future of SRC products and services offered which will affect the teachers and
students performance.
