Objective of the exercise –
To understand the congestion problems at the Haji Ali to Cadbury junction
links and to use appropriate technologies for evaluating options to ease the
problem and provide a platform for communication and decision making

Activities undertaken –

 Micro Simulation, calibration and validation
 VR environment creation
 Scenario simulations – Extension at Racecourse road, Car Decks, Extended
Car Deck solution (proposed by Medulla-Soft)

Peak hour Straight and left moving traffic demands denoted as v(SL) are clubbed together
because of similar travel constraints
Peak hour Right moving traffic demand-v(R)- forms a complementary demand when there
are a maximum of four legs to an intersection
Together v(SL) and v(R) form Mutually Exclusive and Collectively Exhaustive (MECE)
demand for link capacity
Capacity per link is taken as 1800 vehicles per lane per hour (universal convention for high
congestion links) eg: 3 lanes available for SL traffic is treated as a capacity of 5400 vehicles
denoted as c(SL)
v/c ratio or Vehicle/ Capacity ratio is the ratio of demand from a particular direction to
available capacity for that direction
For a link to be able to provide a congestion free conduit under ideal conditions, the sum of
v/c ratios for all the MECE demands should be less than 1 ie. v(SL)/c(SL) + v(R)/c(R) < 1
If such condition is not satisfied, then the congestion is inevitable during peak hour
demands and the only solution is to try to ease congestion by making movement as
seamless as possible

To be expected in either 2 years or potentially through
the sea link extension at Worli
Results strongly indicate that the Extended Car Deck solution is the
only sustainable solution for easing congestion

The Haji Ali junction & Cadbury junction faces
capacity constraint that will worsen with increasing
demand

Effectof optimized signal timings during the peak


hours is minimized due to this capacity constraint

Creating seamless connections between different


traffic directions is the best way to reduce
congestion during peak hour traffic

Recommendations - Summary
Extension of Race Course road and constraining free left
towards Cadbury coming from Tardeo does not help in
easing traffic

Use of 2 car decks as per proposal being evaluated by


BMC can help in easing traffic but does not completely
eliminate conflicts in traffic demand directions.

This will lead to significant congestion problems as the


traffic demands increase - congestion always takes a
small time to build but a very long time to clear

Recommendations - Summary
The solution proposed by Medulla-Soft (3
car decks) can be highly effective in
mitigating the effect of congestion and
can also handle increased traffic volumes
caused by addition of vehicles to the city
traffic or by other changes such as
extension of sea Link near Haji Ali

Recommendations - Summary
For an even more sustainable solution,
network level analysis and sensitivity
analysis needs to be connected wherein
rerouting network flow can result in
significant enhancement of traffic
throughput and reduction of congestion.
