PNP Memorandum Circular Number 2014-016, dated May 30, 2014 (e-
Subpoena System).
Background
•PNP Units are receiving various types of subpoenas from different
courts periodically;
•At times, subpoenas doesn't reach the concerned PNP personnel;
thus, court proceeding is either postponed or cancelled ;
•Different courts have difficulty in monitoring the compliance and
action taken of the PNP regarding specific subpoenas; and
•PNP could hardly monitor the actions and compliances made by the
PNP personnel; thus, reports are delayed and inaccurate.
System Objectives
• Cost effective delivery of subpoenas to PNP units;
• Monitoring of actions taken by PNP personnel regarding subpoenas;
• Feedback mechanism of the PNP to proper courts concerned;
• Provide analysis of various reports pertaining to compliances,
postponement of hearings, non attendance of court duties and other
relative matters pertaining to court proceedings to be attended by the
PNP; and
• Archiving of relative documents and their retrieval.
System Process
1. The Courts shall send the various subpoenas to particular PNP units
through the e-Subpoena and via e-mail; and the COP concerned shall
assure that said documents are delivered and received by particular
personnel on time.
2. The crime registrar or the investigator concerned in a particular case
shall encode details of compliance and court duty attendance of the
subpoena.
3. DIDM shall monitor and analyze all reports needed and prepare
necessary reports to the Courts.
4. Any violations monitored shall be investigated based on the existing
administrative rules and regulations of the PNP.
