• The public sector has an enormous variety of organizations settled in
different industries

• The current focus on how performance measurement in the public


sector has been significantly influenced by the New Public
Management (NPM) movement

• How the importance of the innovation in the private sector can be well
recognized and be considered as the main force for the firm survival
and profit

government to start utilizing ICT to meet the challenging and complex
demand of citizens and businesses

• Some studies have shown that many ICT projects in government


around the world have resulted in partial and complex failures.

HOW TO INOVATE THE PUBLIC
SECTOR
• Innovation capabilities in the private sector and their success stories have
influenced the public sector to begin appreciating and practicing innovation
seriously

• just by transferring the good practices and styles, similar success could be
achieved. Public sector reforms under the so-called New Public Management
are widespread and seem to have many commonalities around the world
• These reforms have strong advocates in the Anglo-American countries and
international organizations (such as World Bank, UNDP, and IMF) have played a
vital role in spreading such reforms to developing countries including Pakistan

• Individual actors including consultants, bureaucrats, and political
leaders too have had their part in introducing reforms in public
organizations

• The purpose of this paper is to identify the drivers of public sector


reforms in Pakistan and to assess their relative significance

employees paid from central, provincial or state government budgets”

WHY INOVATION NOT SUCCEED IN
PAKISTAN
• Pakistan tries to reform public organizations to make them more effective
and vibrant for meeting various challenges including the demand for socio-
economic development and security

• More specifically, factors such as declining public finance, macro-economic


crisis, gradual domination of the market economy, and terrorism have forced
the government to modify its bureaucratic machinery
• Some reform measures have yielded positive outcomes, but others have not
moved beyond political pronouncements. Bureaucracy in Pakistan is still
haunted by problems of corruption, elitism, inefficiency, and lack of
responsiveness.

• This paper discussed the literature gap that exists in the study of e-
government and the need to illuminate the understanding from the
field of innovation.

• It is aim of the study to analyze the process of innovation, mainly in


the ICT in the public sector.

Sampling technique

• Sampling technique for this research is the ‚Convenience Sampling


Technique‛ selected from ‚Non-probability Sampling Method

• This method is useful for the purpose of selection of sample from a


population with convenience of the researcher. Source of sample
is usually the sampling frame that is used for selection of units or
samples from a certain population.
• In case of this study, source of sample is taken in terms of
convenience and judgement of researcher. Convenient sample
included key employees of public sector organizations focusing mainly
those who fall under 17th to 20th rank or scale of employment while
as per the judgement of researcher, these employees were able to
provide purposeful and meaningful data for this study. Unit of analysis
is individual employees from each organization

• inspired reforms mainly due to evolutionary character of Pakistani
bureaucracy and peculiar socio-politico context
• Government reforms such as introduction of local government, emphasis
on equal employment opportunities, fair treatment of public servants,
and valuing diversity etc. all point to the internal dynamics of public
sector reforms. The impact of ICT on how the government does its
business is profound and conspicuous.
• This study suggests that in future public administration reforms in
Pakistan will be largely affected by the public demand for social equity
and democratization and the use of modern technology to make the
government more efficient, responsive, and accountable

Recommendations

• Recognizing the power of ICT


• Pakistan can promote it as a way of helping businesses improve
efficiency
• create jobs and reduce poverty
• ICT has already shown its potency in increasing the productivity and
effectiveness of public sector organizations.
• The use of ICT is fundamental to linking government organizational
functions.
• limited people have the access to Internet whereas in some government
departments position is better but most of the employees does not
have computers in their rooms.
• They are using dial-up connection. In civil secretariat; P&D, Finance and
IT departments are comparatively better than other departments in the
availability of computers and networking
• Government employees are optimistic and willing to work in paperless
environment. At the initial stage, automation of civil secretariat should
be started as pilot project from IT department, after that link with other
departments be established in a period of three years.
• Political meddling According to the interviewees, political meddling
and interference was highlighted as the most important factor
affecting not only performance but also the entire functioning and
working of public sector. One senior bureaucrat viewed that merit
starts deteriorating when no matter how sluggish or dim witted the
officer is, he/she gets good scoring on PER and also better transfer
and places of posting on the basis of political connections. Lack of
merit-based transfers and postings make officials unconditionally loyal
to their political masters and this fear factor heavily influences
performance
