LTE Initial Deployment ..
 45 sites were chosen for initial
deployment in the major urban area
of Idukki district –Thodupuzha Town
and its surrounding.
Existing 3G Huawei is replaced by
Nokia 3G having 2T-2R hardware for
the entire cluster initially (by loading
both 3G&4G script in the BTS).
 Parallely 4G SIM distribution also
started around Thodupuzha area.
Once the whole 3G swap is
completed and sufficient SIMs are
distributed, 3G locked and 4G
unlocked in the all the sites together.

Response to initial Deployment
 All 4G SIM subscribers with compatible handset are 100% satisfied
with network performance..
 8 out of 10 LTE handset are found supporting band 1..
 Few handset like VIVO, Redmi3/4A, HTC handset couldn’t get
connected with BSNL 4G due to Band 1 incompatibility..
 No perceptible shrinkage in coverage is experienced..
 Improved and consistent throughput is experienced.. Even at low
RSRP level (-120 dBm), 1-3 Mbs throughput is received
 No major interference issues in 3G-4G boundary for the voice call..
 Latency came down to 80-100ms…user experience is very good...
 CSFB and return to LTE reselection are found smooth and fast.

4G Coverage level (RSRP) is less


compared to 3G(reduction of about
10dbm), But due to the better
receive sensitivity and features like
MIMO and higher modulation
scheme usages of 4G it is not
affecting the actual serving area.

Even in a low coverage area like


-100 to -110 dbm ,throughput is
satisfactory in the range of 1-
4Mbps during the Drive Test
conducted.

A reduction in signal level was observed in TCR City with around 90 4G sites. Mean Coverage in
3G( RSCP) was around -72dbm which is observed to be reduced to -84dbm RSRP in 4G

Around 40% of samples in 3G were in the <500kbps range where as in 4G it is reduced to just
2% .Similarly 27% samples in 3G were above 2Mbps where as in 4G it is nearly77%

Considerable increase in throughput is observed in the TCR City Areas. Average throughput is
around 3.6Mbps compared to 1.4Mbps in 3G

Even with double the number of users, Avg Cell throughput is around 10 Mbps in LTE. It is
observed that in 3G when the number of HSDPA users goes above 40 ,throughput degrades to
below 1Mbps where as in LTE is able to manage high no of users without affecting throughput
performance upto a certain level

Major Benefits with 4G deployment
 4G network is a self optimized network, no need to specify neighbor
definition between cells in the network. This makes quality maintenance
very easy. For 2G-3G networks, too much time and resource are used for
clearing hand over issues.
 No voice call service through 4G in the initial launch. The issues faced with
3G network in dual mode does not arise, the entire spectrum is dedicated
for data experience and this aspect in tandem with MIMO feature and low
latency takes the throughput level a notch ahead.
 Steady increase in user payload in general in the network. However, in
places like Thrissur and Alleppey, travel hub in the state, lot of passing
subscribers are not able to latch onto 4G due to non-compatible SIM, this
reflected in the comparison of data payload in pre and post 4G
deployment.
Major Benefits with 4G deployment
 User count can be doubled in 4G cell compared to 3G without affecting
the cell throughput (Above 32 HSDPA users 3G cell throughput is
usually degrading to below 1 Mbps where as there are 4G cells with
more than 74 Users with average 5 Mbps cell Throughput).
 Even in a low coverage area like -100 to -110 dbm ,throughput is
satisfactory in the range of 1-4Mbps during the Drive Test conducted.
 There are no/extremely low number of Port outs observed in the 4G
launched areas because of Handset-on the other hand there is clear
increase in Port in and Sales in the 4G launched areas. VLR count
increase is also observed in one the major 4G launched area like
Thrissur BA.
Major Benefits with 4G deployment
 The Smartphone Handsets now available for purchase in the market are
supporting LTE FDD Band - in addition to 90% of the Handsets released
in the market in last one and half years.
 By the experiences of 4G service launch, it is suggested that 4G has to
be launched in all major Cities as early as possible to capture as much
market share and revenue as possible.
 From the experience it is felt that it is better to go with 10MHz BW in
major cities, rather than 5 Mhz 3G and 5Mhz 4G. 4G with 10MHz will
give us enough capacity to provide sufficient throughput by the time
customer base builds up in 4G. We can have 3G with Dual carrier(DC) in
places of 3G deployment using the additional 5MHz in 2100Mhz band if
allotted.

• Sanchar soft issue..
• 3G 4G boundary..
• Mobile Handset compatibility..
• Shortage of Single sectored 4G..
• Dedicated 4G DATA plans not available
Network Deployment Strategy
LTE BTS with similar BW resource is far superior in performance with 3G BTS
More investment in 3G in lieu of 4G is not suggested since cost of 3G&4G BTS is
almost same, 3G cost could be even higher considering the need for RNC.
4G deployment is mandatory for BSNL for keeping pace with other TSP’s.
As voice service is a mandatory feature, the circle cannot ignore or dilute a
quality 2G network even now, because of the presence of 900 band deployment
in that technology which ensures a near carpet coverage across the state. 3G
and 4G are obviously better technology compared to 2G, but being in 2100 Band,
the number of sites required in 3G or 4G for maintaining similar accessibility is
almost twice to the existing 2G count.
2G-4G procurement is a better option under the present situation
particularly with Huawei network not opened license for CSFB feature..
