What is a STI Policy for Development?

An STI Policy is defined as:

‘……the sum of the legislative and executive measures


taken to increase, organize and use the national
technological potential with the objective of achieving
a country’s overall development aims and enhancing
its position in the World’ (UNESCO, 1970).
The need to develop and implement a STI Policy for
Development; and its broad Objectives.

A Science, Technology and Innovation Policy:

i. Provides a doctrine and broad direction on the basis of which to


design for execution long term, medium term, short term and
specific plans, programs, strategies, actions, decisions with
respect to making efficient and effective use of STI resources
for development within a given entity and unit.

ii. Provides a basis and a benchmark for measuring and assessing


performance of the declared long term, medium term, short term and
specific plans, programs, strategies, actions, decisions designed and
made on the basis of the broad STI Policy.
SPECIFIC OBJECTIVES OF AN STI POLICY FOR DEVELOPMENT
i. Regulate and Manage ITT Process Efficiently;
ii. Regulate and Manage Technical Change (Innovation)
Process efficiently;
iii. Regulate and Manage the process of Building
Technological and Managerial Capability;
iv. Fostering the process of building a homogenous local
technology system;
v. Contribute to building a well integrated National
Innovation System.
What it takes to design and implement efficiently a STI
Policy.
a) A correct mindset amongst top leadership and management regarding
the power of STI for driving sustainable and competitive development
under current globalizing conditions.
b) Having a visionary and innovative leadership and management – with
the passion, will power, drive, commitment and a ‘can do’ mentality
always to try and do new things and do old things differently – always
‘changing the game’.
c) A willingness, amongst leadership and top level management to
allocate adequate resources for designing and implementing ‘game –
changing’ initiatives and activities.
d) Building capacities and using them efficiently for designing, executing,
assessing, reviewing and improving – periodically - STI and related
Policies, Plans, Programs, Strategies, Decisions, Actions etc for
Development.
