Definition of Terms
1. Returning Overseas Filipinos (ROF) - refers to Filipino citizens who are returning
to the Philippines from abroad;

2. Overseas Filipino Workers (OFWs) - are overseas Filipinos whose primary reason
for being outside the country or for leaving the country is due to a contract of
employment in a foreign nation or a vessel flying another nation’s flag;

3. Non-Overseas Filipino Workers (Non-OFWs) - are overseas Filipinos whose


primary reason for being outside the country is not due to a contract of
employment in a foreign nation or a vessel flying another nation’s flag.
CATEGORIZATION
1. Returning Overseas Filipinos (ROFs):

2. Undocumented;
2. Non-Overseas Filipino Workers (non-OFWs):
1. Returning students;
2. J1 visa holders / exchange visitors program;

SPECIFIC GUIDELINES FOR ROFs
FOREIGN SERVICE POSTS (DFA)
Provides the One-Stop-Shop (OSS) with a list of arriving ROFs and brief the ROFs on all repatriation
procedures.

Requirements for the Issuance of Travel Authority
Requirements for the Issuance of Travel Authority a. Medical Clearance Certificates issued by City/Municipality Health

Close coordination is encouraged thru the Local IATF to facilitate the necessary requirements from the
following local agencies:
a. DSWD - for the transportation and food assistance to LSIs/ROFs that they may provide.
b. DOH – for the implementation of mental health and psychosocial support initiatives for LSIs/ROFs.
c. DOT – for the necessary measures to provide chartered and sweeper flights to tourist considered as
LSIs/ROFs.
d. DOTr – for the availability of transportation services to facilitate immediate and smooth transfer of
LSIs/ROFs from their point of origin (quarantine facility and/or LGU) to their final destination.
e. LGUs (Receiving)
- for the transportation services to their respective constituents; and
- shall not deny the entry of LSIs/ROFs with complete requirements, provided they comply with local
health protocols.
f. All LGUs – to provide transfer services to LSIs/ROFs at ports, airports, and transport terminals within their
areas of jurisdiction to transport them to their places of residences.
g. STG on Law and Order – assist and facilitate the unhampered passage of LSIs in Quarantine Control
Checkpoints (QCP); and
h. JTF CV Shield – for the issuance of travel authority to LSIs/ROFs.

OVERSEAS FILIPINOS (ROFs)
GUIDELINES ON THE MANAGEMENT OF LOCALLY STRANDED INDIVIDUALS (LSI)
WHO WANTS TO GO HOME TO THE PROVINCE

1. Prior departure, the LSI shall notify the barangay the he/she is
stranded, which shall be consolidated by the LGUs;
2. The LGUs will forward the information to the Regional Task Forces
(RTFs) for inter-regional coordination with the RTF of final destination;
3. The LGU of origin through its City/Municipal Task Forces shall facilitate
the issuance of Medical Clearance Certificate Issued by the
City/Municipal Health Office;
4. Notice of availability of Travel to be submitted to RJTF CV Shield with
the following documents:
a. List of LSIs
b.Point of origin and its destination
c.Travel date
d.Name of driver/s
e.Vehicle to be used
5. The RJTF CV Shield shall then issue Travel Authority.
