Advantages:

– Transparency – answers the question of what is to be
achieved
– Efficiency – development and maintenance of
performance based standards ultimately requires less
effort

required to verify compliance with the standard
Note that many users of the standard may not have the
skills needed to judge successful verification, and an
authoritative body may have to be employed to do the
verification.
