Overview of Engineering Council/Institution in Fiji


INTRODUCTION
• Fiji is a small country located in the South Pacific
• It has a small population of less than one million
• The Fiji Institution of Engineers (FIE) is the locally recognized body
representing Engineering Professionals in Fiji.
• It was established in 1963

OBJECTIVES OF THE FIE
• The overall objective of the institution is the advancement of the
science and profession in Engineering:
1. Contributing to South Pacific engineering knowledge and
dissemination
2. Supporting the identification, codification and harmonization of
standards to improve engineering practice within the region
3. Raising the technical capacity of engineering institutions in Fiji
4. Informing engineers and their wider stakeholders within the region
on important developments and issues affecting engineering

5. Representing the region’s engineers in the global context
6. Creating a network that supports professional development
amongst engineers and engineering organizations in the region by
regular communication
7. Development of competence assessment and registration systems
towards the ultimate goal that regional competence registers will
receive wider international recognition
FIE COMMITTEE
• The FIE is governed by a nine-member council which is appointed by
its members at its Annual General meetings
• The affairs of the institution are governed by a council elected from
the classes of professional members and fellows and its consists of:
1. The President,
2. The Vice-President,
3. Honorary Secretary-Treasurer,
4. The Immediate Ex-President and
5. Five ordinary members -> each elected for the term of one year

• These are the non-ordinary members of the council for the current
year 2020:
• President – Mr Nathan Kirk
• Immediate Past President – Mr Warren Yee
• Vice President – Mr John Mcfarlane
• Secretary/Treasure – Mr Ray Paris
REGISTRATION REQUIREMENTS
• The following are the registration requirements for the different
membership classes of the FIE:
• Student Member
• To become a student member of the FIE, the candidate must be
currently enrolled in an engineering programme from a university or
technical institute approved by the FIE.
• Graduate Member
• The candidate must hold a university degree in engineering of a
university approved by the council

• Affiliate Member
• The FIE council may bestow at its discretion the membership class of
Affiliate on a person who has a technical interest in engineering or
technology, but insufficient formal qualification to be recognized in
another membership class
• Associate Member
• The candidate must be at least 27 years of age
• The candidate must possess a degree in engineering

• He/she must have at least 5 years of technical experience
• The candidate must have attended successfully an interview as
prescribed by the council to demonstrate that he/she possesses the
requisite qualification
• Technical Member
• At least 27 years of age
• The candidate must be in a position of responsibility in the practice of
engineering, which may include the teaching of engineering at a
university or at an approved technical institute

• Candidate must hold a degree approved by the council in a subject
other than engineering which is related to the science and practice of
the engineering professions or hold an engineering qualification from
a tertiary institution approved by the council
• Candidate must have not less than 7 years of experience in the
practice of engineering technology
• Professional Member
• Registration requirements similar to those for Associate/Technical
Member in addition to the following:

• Candidate must have at least 5 years of experience in the practice of
engineering and at least two of those years of experience in a position
of management
• Fellow
• At least 35 years of age
• Candidate must be of Professional Membership status and must have
at least 5 years of experience in a position of leadership/management
in engineering

• Honorary Fellow
• An honorary fellow is a person who is distinguished by his or her work
in engineering or science whom the institution desires to honour.
• All candidates for the classes of Professional Member, Technical
Member and Associate Member are required to attend and pass a Fiji
Institution of Engineers Competency assessment
• Successful candidates must periodically, at approximately 5 year
intervals or at any earlier time as requested by the council, undergo a
re-assessment of current competency to retain their membership
class in FIE
SIMILARITIES AND DIFFERENCES OF
FIE & ZIE
• Similarities
• Both institutions encourage continued professional development
• Both institutions aim toward community development through
engineering
• Both institutions set and maintain standards of engineering and
technical competence
• Both FIE & ZIE investigate complaints of improper conduct against
registered persons and conduct enquiries and take disciplinary action
as each case requires
SIMILARITIES AND DIFFERENCES OF
FIE & ZIE
• Differences
• FIE members except students and graduate members are required to
undergo a re-assessment test every 5 years to prove their
competency and retain their membership class
• No re-assessment tests are required in ZIE

• FIE has more membership classes (Student, Affiliate, Graduate,


Profession, Fellow & Honorary Fellow) than ZIE
CASE STUDIES - NAKASI CITY
PROJECT
• The US$750 million Nakasi city project is located at Nakasi’s
Sauniwaqa sub-division
• The Investment is by Dong-A Holding (Fiji) Limited
• The project was officially launched on May 5, 2011 and is spread over
645 acres
• The Nakasi city is developed and built with several facilities such as
administration buildings,residential lots, golf courses, cultural centres,
recreational parks, hotel infastructure and a museum.
WAILA CITY PROJECT
• Waila City is the biggest housing project to be undertaken in Fiji and is
spread over 700 acres of freehold land.
• Top Symphony (Fiji) Limited of Malaysia was awarded the
development contract for Waila City, a project initiated by the
Housing Authority through the Fijian Government, under a Private
Participation Partnership arrangement.
WAILA CITY PROJECT
• The vision is to create a new city in Waila that is attractive and sustainable for
living, working, and recreation. The overall project will be developed in a
phased approach spanning 10 years and will feature a 4 storey “Walk Up” style
apartments with 2 and 3-bedroom housing units targeted at low-income
families in the affordable range.

• The estimated overall cost of the project is US$1 billion. However due to
insufficient funds the
construction works stopped in 2014 and they are expected to resume in 2021
after an allocation of
$150 million.
CONCLUSION
• Given the large-scale nature of the projects being undertaken in Fiji, it
is fair to conclude that civil engineering is progressive in Fiji.
