CONSTITUTION OF KERALA ROAD SAFETY AUTHORITY
Kerala Road Safety Authority was constituted
in the year 2007 by the Kerala Road Safety
Authority Act-2007 enacted by the Kerala
Legislative Assembly.
The act provides for
• Constitution of a Kerala Road Safety Authority
• Establishment of a dedicated Road Safety Fund
• Implementation of Road Safety Programs
ORGANISATIONAL SETUP OF KRSA
• The Hon’ble Minister for Transport, Govt. of Kerala is the Chairman
and Hon’ble Minister for Public Works is the Vice Chairman of the
Authority.
• The Road Safety Commissioner is the CEO who is assisted by Member
Secretary, Executive Committee, Technical Support Group and other
support staff.
• At present, the Transport Commissioner of Kerala is holding the charge
of Road Safety Commissioner.
• The Govt. of Kerala is in the process of making an amendment to KRSA
Act-2007 to pave way for a full time Road Safety Commissioner.
• The KRSA office now functions at Trans Towers, Vazhuthacaud,
Thiruvananthapuram, India

UNIQUENESS OF KERALA ROAD SAFETY AUTHORITY

 The first of its kind in India with statutory powers to


implement Road Safety Programs in Kerala.
 Established Road Safety Rules
 Nodal Authority for Road Safety Activities towards a
common goal in the State of Kerala
 KRSA Act provisions Dedicated Road Safety Fund
 The Govt. of India and Supreme Court Committee on
Road Safety took it as a Model for other states to follow.
KRSA RULES AND OBJECTIVES OF KRSA-2007
 Government of Kerala framed Road Safety Rules as laid down in Sec-38 of
the KRSA Act -2007.
 The KRSA Rule guides the Authority and also to initiate co-ordinated
action on areas related to:
 Road Safety among various departments in government,
 Advice Government on Road Safety Policy,
 Prescribing and enforcing Road Safety standards and procedures,
 Formulate and implement schemes, projects and programs relating
to Road Safety
 Promote Road safety awareness,
 Integrating the functions of all the Agencies and Govt. Departments
discharging the duties related to Road Safety.
KERALA ROAD SAFETY FUND
• The Kerala Road Safety Fund is established under Sec-11 of Kerala Road
Safety Authority Act.
• The following are the sources of the fund.
 50% of Road Safety CESS collected from vehicle owners at the
time of Registration of vehicle
 50% of Compounding Fee (Fines and penalties from traffic
offenses) collected by MV Dept. and Police
 Grants, Loans or Advances made by the State and Central Govt.
 Contributions from public or private institutions or organizations;
*The Govt. shall contribute to the Fund every year, an amount equal to 50% of the compounding
fee collected in the previous year under section 200 of the MV Act-1988 (Central Act 59 of 1988).

For implementing the decisions of the Authority, there is
an Executive Committee consisting of following members:

• Chief Engineer (National Highways) - Member

FUNCTIONS OF KERALA ROAD SAFETY AUTHORITY
• Advising the Government on Road Safety Policies
• Prescribing and enforcing Road Safety standards and procedures
• Formulate and implement schemes, projects and programs relating to Road
Safety.
• Co-ordinating the functions of all the agencies and Government
Departments discharging the duties related to Road Safety.
• Implementing Road Safety awareness programs.
• Administration of the Road Safety Fund
• Sanctioning expenditure for the implementation of Road Safety schemes
and programs.
• Sanctioning expenditure for Road Safety projects and for purchase and
installation of equipments and devices connected with Road Safety.

• Sanctioning expenditure for the conduct of studies, projects and research


on matters, relating to road safety.
• Sanctioning expenditure for trauma-care programs or activities.
• Sanctioning administrative expenditure of the Authority.
• Sanctioning expenditure on matters connected with road safety measures.
• Formation of self help groups, under the leadership of the Authority for the
rescue operation in the place of accident.
• Discharging such other directions, as may be prescribed, having regard to
the objects of this Act
