Essential features of any Permit To
Work (PTW) System
 A clear definition as to whom may authorise
particular work and who is responsible for
specifying the necessary precautions

 Instruction and continuous training in both the


issuing and receiving of work permits

 Monitoring to ensure that permit procedures are


being followed and that the system functions
correctly.

Purpose of a work permit system
By controlling the work carried out in a certain
area by using a permit to work system, we can
make sure that activities do not clash with one
another.

For example, if we know in advance where we are


blowing a line, we can postpone other more
routine work in that area. If someone needs to do
some hot work in a live gas area, we can control
his activity by ensuring that there is no live gas
present before he starts.

Purpose of the PTW
 Describe the work that is to be carried out
 Specify the conditions and impose limitations
under which potentially hazardous work may be
carried out
 Ensure that the safe conditions established at
the time of issuing the work permit remain so
throughout the validity of the permit and hence
duration of the operation
 Reduce the chances of misunderstanding and
ensure that supervisors take account of all
foreseeable circumstances

PTW within OMIFCO site

 A work permit system has been introduced for the


PC&C phase. This applies to all systems and
facilities taken over for PC&C. All work permits
will be coordinated through the Permit
Coordinator (in OMIFPRO office).

 The Construction permit systems will continue to


operate in parallel for the systems and facilities
under Construction control, as appropriate.

Split of work JV / sub-contractor

 Before Mechanical Completion, during operations


relative to Construction and Pre-Commissioning
(according to split of work) in these areas, the
sub-contactor will issue a PTW and submit it to JV
for approval.

 After Mechanical Completion, during operations


relative to Commissioning, JV will issue and
approve the PTW.

Issuing Authority
 Who
During Construction and Pre-Commissioning until
Mechanical Completion activities (according to split of
work), the sub-contractor pre-Commissioning manager or
his designee is the issuing authority.
After Mechanical Completion during Commissioning, JV
Commissioning manager or his designee is the issuing
authority.

 Responsibilities
Gets the job prepared and ensure the compliance with the
safety rules and precautions set out in the Permit to Work.
Sets the checks and tests to be carried out before starting
the job

Approving authority
 Who
The approving authority is the JV commissioning manager
or his designee.

 Responsibilities
He is responsible of providing the working and safety
procedures and instructions. He will address to the issuing
authority the additional request/ checks (if any) to be
fulfilled in order to allow the work to start.

Receiving Authority

 Who
The receiving authority will be at least at the level of sub-
contractor supervisor such as mechanical supervisor,
instrumentation supervisor,…

 Responsibilities
Receive the permit and ensure safe working practices,
housekeeping and mechanical clean-up of the area upon
completion of the work.

Operating Authority

 Who
The operating authority (also called area supervisor) is in
charge of one unit or a group of units. This person works
for the JV team (Ex. In unit 38, the JV Utilities supervisor)

 Responsibilities
He is in charge of the preliminary checks required by the
issuing /approving authority and ensures that the work can
be carried out safely.

Performing Authority

 Who
The performing authority is responsible for carrying out
the job.

 Responsibilities
Use proper tools and equipment for the safe execution of
the work.
Leave the area in safe conditions.

JV HSE Coordinator

The HSE authority is NOT responsible for


the issue or authorization of Permits To
Work. He is there to check for conflicts
and audit validity of permits.

Cold Work Permit
 Cold Work Permits will be
issued for work on all
equipment and machines
where electric power, moving
parts, dangerous materials or
other hazards are suspected, or
known to be present.
 The Cold Work Permit covers
work that does not involve
equipment or materials
producing flames, spark or
heat, or are classified as a
source of ignition.
 Will often be used to prepare
equipment and site for other
permit required activities such
as hot work, confined space,
isolation etc.

Hot Work Permit
 The Hot Work Permit covers
work that involve equipment
or materials producing
flames, spark or heat, or are
classified as a source of
ignition.

Cold Work Permit
